    © 2019 East Asia Institute. Interest groups and other organizations are crucial vehicles for voter mobilization, but variations in their capacities are not well understood. To clarify the ways in which vote mobilization capacities vary, I analyze vote mobilization in two private-sector industrial unions supporting the Democratic Party of Japan (DPJ). The Japanese Federation of Textile, Chemical, Food, Commercial Service and General Workers' Union (UA Zensen), has a very large membership but mobilizes few votes. The Confederation of Japan Automobile Worker's Unions (JAW), on the other hand, has fewer members but mobilizes more votes. In this article, I argue that unions whose constituent units operate company towns are most successful in mobilizing votes. Organizational capacity-independent of membership size-matters in the electoral arena. Using data from House of Councillors elections, I show that those industrial unions that include many enterprises with company towns have advantage in voter mobilization.

This article asks what explains the survival of small parties by analyzing the survival of the Social Democratic Party of Japan (SDP). Many new parties were founded in the early 1990s but few have survived. The SDP is thus an outlier case. The SDP is a successor to the Japan Socialist Party (JSP) but many members of the JSP joined the new center-left Democratic Party of Japan (DPJ) in 1996. The DPJ prospered but the SDP has faded into electoral insignificance, barely maintaining enough support to qualify as a political party under Japanese law. How and why does the SDP survive despite its dismal performance in elections? I argue that the continuing support of the All Japan Prefectural and Municipal Workers Union (hereafter, Jichiro) has played a significant role in the SDP's survival. Jichiro officially decided to support the DPJ but some prefectural branches continued to support the SDP. The SDP case confirms that societal organizations have played a significant role more than charismatic leadership or policy distinctiveness for small party survival. The SDP case also indicates that societal organizations may hinder cooperation with other parties and might undermine unified opposition building against the Liberal Democratic Party (LDP).

    当該年度に実施した研究の成果としては、主に以下の三点があげられる。まず、一点目はデータ収集およびデータ整理に関してである。当初、予定していたインタビュー調査などによるデータ収集が、コロナ禍により難しくなったため、昨年度に引き続き、それ以外の手法で集められるデータの収集及び、整理を行い、研究に必要となるデータセットの構築がほぼ完了した。更に、追加サーベイを行い、新たなデータを得ることが出来た。
    次に、これら完成したデータセットとサーベイ実験の結果を用い分析を行った。インタビュー調査などができていないため、当初予定していたすべてのデータが揃ったわけではないが、現時点で出来得る限りの分析は行えた。そして、3つ目として、これらの分析によって得られた結果について学会・研究会での報告を行い、論文を執筆した。具体的には、2021年度日本政治学会、2021年7月開催の計量・数理政治研究会で報告を行った。また、2022年5月の日本選挙学会でも報告を予定している。また、これまでに得られた結果を3本の論文にまとめ、現在、投稿中である。更に、論文を執筆する予定としているため、出来る限り早く完成させ、投稿し、出版を目指す。
    また、コロナ禍の影響もあり、本来、本研究課題で予定していたインタビュー調査などが全くできておらず、その点に関しては、引き続き、データを集める努力を継続していきたいと考えている。これらのデータを加え、更に研究の深化を測り、論文という形で研究をまとめていく。
