地方部での多文化共生社会の構築に向けて、現場の外国人住民の状況や受け入れ先および受け入れ地域の状況について情報や資料の収集、遠隔によるヒアリング調査等を中心とした知見の蓄積に努めた。コロナ禍により、現地を直接訪問しての調査や資料収集が困難な状況にあったため、二次資料の収集と分析、オンラインでの情報収集、オンラインによる研究発表会の実施と報告書の作成などの重点を置いた形で研究を遂行した。

This study is an empirical study focused on field surveys conducted in Japan and overseas for four years from 2016. Broadly speaking As follows, (1) The latest trend of community care developed from welfare services for elderly Korean in Japan 'Keihanshin' western area, (2)'Torbom' in Korean,that is, South Korean government published Policy related to community in recent years, (3) Field survey on various actors that support local community welfare.
The welfare NPOs who have responded quickly to needs of Korean elder in Japan are becoming a more universal community care base as they collaborate with various organizations and groups. In South Korea, under the initiative of the government, reexamination of the role on welfare-related organizations such as the Council of Social Welfare and strengthening of cooperation are progressing. -

The purpose of this research project is to show tasks to support for the foreign residents in Japanese rural areas, and for coexistense of foreign residents and host communities. For the purpose, we researched several areas(Ehime,Okayama,Shimane prefecture and so on), and presented the achievement in our study group and academic societies. In addition, we published an academic book about this thema,in February, 2019.

The primary concern of inmates in correctional facilities such as a prison is their health problems and medical care. However, such facilities in Japan suffer chronic and serious shortage of medical officers, who are in charge of medical care of the inmates. Many previous comparative studies of law have suggested one of the underlying causes of this problem is the unusual medical care system maintained in the facilities, which is based on their peculiar nature and implicit premise that medical insurance should not be provided to criminals. The current study identified the peculiar management system as the root cause and discussed the implications for improvement.

First, I compared the data of Japan and South Korea on society aging, and surveyed some points of the system and method of the elderly welfare. Super-aged society Japan and pre-aged society South Korea have continuously exchanged knowledge about the care or practice of facility operations. I chose facilities in Japan caring the elderly of Japanese and foreigners, and facilities in cooperation with Japan in South Korea to provide welfare services of its own to collect the advanced cases of welfare network to support the super-aged society.

From the interview and questionnaire surveys concerning the research subject, it was clarified that the following conditions are the keys to fill the structural gaps in rural society
(1) promotion and acceptance of the diversification of the local community members;
2) maintenance of regular occupations; and
(3) people’s sense of pride in the local town, which encourages their settlement. Depopulation and aging do not directly result in the decline of a local community. When a robust occupational infrastructure, such as agriculture, forestry or fishery, is combined with the openheartedness of village society, such society is able to provide its residents with a sense of happiness and allow people with diverse backgrounds to settle in the local community -

After the long period of suburbanization, Japanese metropolis have regained population and experienced re-urbanization ever since 2000. The fall of land price due to recession and the decrease of demand for office spaces in central city areas induced the construction of large scale condominiums, which brought huge number of new residents into the areas.
We conducted research in Osaka's central city areas. By interviews with leaders of the local organizations and by a review of related literature, we examined how the demographic transformation in the areas affected local communities, focusing on the relationships between new residents and old residents. In Osaka city, the Tiikishinkokai (Osaka City Community Promotion Association) serves as the community-based organization.
We found that new residents are generally indifferent to participating in the associations and that it becomes a critical issue for the associations, which have been mostly managed by old residents, to create a positive interaction between new residents and old ones. While old residents tend to value traditional society and involve themselves in the community deeply, new residents tend to have little concern for the community and cherish privacy. This discord makes it difficult to nurture better understanding among them. We observed that the leaders of the associations in Osaka's central city areas have now faced these challenges. -
