近代日本の捕虜処遇は明治・大正期には世界的にも稀なほど優遇策を採っていたことが知られている。しかしそれから20年も経たない昭和期には虐待の事例が目立ち、この「歴史的記憶」はいまなお関係国との間に大きなしこりとなって残っている。なぜ、いつ、近代日本の捕虜処遇は「厚遇」から「冷遇」へと劇的に変化したのか。従来の研究は大正後期から昭和初期（1918年～1930年代）にかけての事例を取り扱っておらず、この問いに答えることができなかった。本研究は、研究史上の欠落期間である(1)シベリア出兵（1918年～1922年）・山東出兵（1927年～1928年）・満州事変（1931年～1933年）における捕虜処遇状況を史料に基づき実証分析し、(2)近代日本の捕虜処遇をめぐるミッシングリンクの解明を目的としている。
この課題に対して、本年度は以下の活動を行った。
まず3回の研究会を実施し（2021年10月2日〔合評会〕「大津留厚『さまよえるハプスブルク：捕虜たちが見た帝国の崩壊』（岩波書店、2021年）」；2021年11月5日〔合評会〕「林忠行『チェコスロヴァキア軍団：ある義勇軍をめぐる世界史』（岩波書店、2021年）」；2022年2月5日〔報告〕奈良岡聰智「外交と言語 ―明治期における日本外交官の英語力」〔いずれもオンライン開催〕）、シベリア出兵期から満州事変期における研究動向や、通訳官やその育成・採用を題材に捕虜処遇めぐるコミュニケーションの問題を検討した。また満州事変から日中戦争勃発時に至る迄の国際赤十字社の活動に関する文献・資料に関する勉強会をほぼ週一回のペースで定期開催し、基礎知識習得と整理を行った。 -
国際比較に基づく日本の総力戦体制の全体像の解明（1918-1945）

本研究は、第一次世界大戦後から太平洋戦争終結に至る日本の「総力戦体制」の全体像を、国際比較の視座に立脚して明らかにすることを目的とする。従来日本の「総力戦体制」はその形成期からドイツ軍国主義の影響を色濃く受けてきたことが盛んに強調されてきた。だが、そうした主張は必ずしも、ドイツのみならず、英・米・仏などのそれと十分な比較を行った上でなされてきたわけではない。
そこで本研究は、各専門分野で国際比較研究に従事してきた研究者を結集し、日本の「総力戦体制」を産業動員、国民動員、治安体制、捕虜政策といった視角から包括的かつ多面的に分析し、その全体像の解明に迫る。総力戦体制の比較研究が進んでいる海外においては、欧米中心に分析される傾向が強く、よって本研究が海外の研究に及ぼすインパクトや意義は極めて大きい。
本年度は第1回研究会を8月31日に開催し、研究分担者及び研究協力者全員の研究報告を行ったうえで、分担者である玉木寛輝の新著の書評会を行った。海外の視点をとりいれるべく、2名の外国人研究者に評者として加わってもらった。続いて22年1月8日に第2回目研究会を開催し、分担者である萩原淳の新著の書評会を行った。第1回と同様、1名の外国人研究者に評者として加わってもらい、国際的な視野から分担者らと議論を交わした。
研究会以外では相互に連絡をとりつつ、各自の研究を進めており、その成果の一部はすでに学術雑誌等で公表されている。22年度も引き続き、研究会で参加メンバー全員が報告すると共に成果を公表していく予定である。 -
Sino-Japanese Relations and the International Order in East Asia during and after the First World War: The Impact of the Twenty-one Demands

This study examined the changes in Sino-Japanese relations and the international order in East Asia during and after the First World War from the perspective of the "impacts of Japan's Twenty-One Demands on China in 1915". Although a great deal of research has been conducted on the Twenty-One Demands, which are known as the "starting point of the confrontation between Japan and China," the diversity of domestic politics and public opinion in the two countries has not always been fully taken into account, and the international impact of the demands remains to be examined. In order to overcome these problems, this study has made a multifaceted investigation based on the survey of primary historical documents at home and abroad. The results of this research have already been published in the form of academic papers, general books, and conference presentations, and we are planning to hold panels at overseas conferences and publish general books in 2021.

Firstly, I've read papers and books related to minority and immigrant issues in the modern Europe and sorted out the theoretical approaches to these issues. Secondly, I've also studied the state image of Austria from the imperial period to 1930's and published paper and a book. Thirdly, I've collected documents related to these issues in Vienna, Austria. The documents were collected systematically according to (1) form of State, and (2) cultural belongings and their economic implications. Fourthly, I've conducted the comparative and joint research. I hold the workshop on the comparative studies of annexations and colonial policies in January 2012. At this workshop we discussed multi-cultural policies and assimilation policies to expand our research topic. I also presend a paper on the Austrian national consciousness during the war period at the modern German history research group, obtaining new perspective for comparative studies.
