過疎化・高齢化の進行により、島根県の中山間地域では従来の活動を継続させることのできない集落が出現し始めている。集落の小規模化と高齢化が進めば、１人の住民にかかる出役の負担が大きくなり、多人数を必要とするものから徐々に失われる。 農業において、少人数化・高齢化によってまず支障をきたすのは田の水管理である。さらに、農地や森林（里山）の維持管理も難しく、イノシシやサルの被害が増えたために農業をやめたケースもある。 小規模化が極限まで進んだ集落では、今から圃場整備を行ったとしても、既に農業を継続することが年齢的・体力的に困難である。また、「中山間地域等直接支払制度」の面積要件にかからない集落も多いことは、生産条件の不利性を是正するための制度をもってしても農業生産を継続させることができないことを表している。 他出した世帯の家屋・宅地、農地、林地は放置され、移転して以来約40年間手つかずの状態のところもある。他出世帯は集落内の土地の所有権を持ったままであり、売買も含めた土地の流動化を妨げる原因となっている。 林地の境界は、在住の高齢者（第1世代）までは把握している。しかし、在住者であっても第2世代（おおむね50歳代以下）、さらには他出している者は把握していない。 他出者は他出先で家を建てていることも多い。「定年帰農」的な動きは現在のところごくわずかである。家屋・宅地、農地、林地の管理をどのようにしていくかについて、集落在住者も具体的な対応をしておらず、明確な考え方も持っていない。 極限的な小規模・高齢化集落の住民は、数年から十数年後には集落が無住化する可能性を感じている。ただし、その時を目前にして、集落や個人が何をすべきであるかという明確なビジョンは持っていない。集落の存続を考える以前に、自身の生活を維持していくことが精一杯という状況にある。特に、高齢化が著しく進み、医療、福祉、交通の利便性の低い集落においては、自家用車を運転できなくなった時、病気や老齢のために体が動かなくなった時が定住できるかどうかの分かれ目となる。 集落在住者（特に高齢者）と他出している子供や孫とでは、生活のリズムが大きく異なっている。さらに、日頃一緒に過ごしていないために家族的なつながりも薄い。そのため、集落在住者は、身体的衰えのために自活できなくなった場合であっても、子息のもとへ移転して子息の家族に依存して生活することは望んでいない。自活できなくなった場合には、病院は施設を選択する者が大半であった。 このような実態を考慮しつつ、集落の状況に応じて対策を考える必要がある。 集落が自発性を発揮できず緩やかに活力を失っている状態では、集落の自発的な判断・企画を支援し、集落でできなくなったことを補完することが求められる。生活保障においても、集落の活動として住民個々の生活を補完できる余地はまだ残っている。 従来の活動を行いうる人数や年齢層が不足し、急速に集落の諸機能が停止しはじめる状態では、集落への対策は集落の幕引きへ向けて家屋、農地、林地、墓地をどう管理するかという「ターミナルケア」の視点が必要となる。 また、地域での生活補完的な活動を、旧村、小学校区、公民館区程度の新たなコミュニティ組織へ集移行させる取り組みを始めておく必要もある。さらに、生活保障面では、高齢化の進行がより進んでいることを想定し、自家用車の使用ができない世帯の移動問題を解消するなどの取り組みが必要となる。 集落の機能が完全に停止した状態では、対策は個々の住民や世帯レベルにおける生活水準の保障に特化していく。特に、新たなコミュニティでの活動と連携し、地域拠点を核として効率的できめ細かな対策を講じていく必要がある。
