本年度は初年度でもあり、①教師の行為や周囲の生徒との関係が教室での議論に与える影響についての世界的な研究動向と、②社会科における真正の評価についての世界的な研究動向をまとめることに重点をおいた。
前者①の研究の中で特に注目したのは、Jane C. Lo (2022) Making Classroom Discussions Work, Teachers College Press.と、Elizabeth G. Cohen & Rachel A. Lotan (2014) Designing Groupwork: Strategies for the heterogeneous classroom, Teachers College Press.と、Jennifer Hauver James (2019) Young Children's Civic Mindness, Routledge.の３冊である。これらはいずれも、教師以上に生徒の議論支配の方が生徒の議論参加への萎縮の原因になることを指摘しており、生徒への議論支配を抑制するためにも、議論に参加する姿勢についての評価観点を評価項目に加えることを主張するものあった。
後者②の研究で特に注目したのは、David Sherrin (2020) Authentic Assessment in Social Studies, Routledge.である。シェリンの研究は真正の評価論とMI（多重知能理論）の融合を試みることで、文脈や子供の特性に応じて評価課題や評価観点を変えることを主張しつつも、しかしながらしっかりと民主的な社会の形成者・主権者育成に貢献するという社会科のねらいは外さない議論を展開しているところに特徴がある。特に勉強を苦手とする生徒たちの議論や活動への参加という観点から同書の考え方に注目した。 -

本研究では、西日本豪雨災害で大きな被害を受けた西予市野村地区をフィールドに復興まちづくりの実践と評価を行っている。本年度は住民自治会、商店街、高等学校、ＮＰＯ、行政などの地域のステークホルダーとともにのむら復興まちづくりデザインワークショップを４回開催した。ワークショップでは、左岸のレクリエーション広場の実施設計を主なテーマとして、図面および模型を使いながら住民の意見を設計に反映した。また、野村高等学校と連携して、探求の時間を使って、菜園共創プロジェクトを実施した。右岸側の工事完了後に野村高校が管理する菜園ができる計画になっており、被災エリアの市の先行取得地で完了後の菜園を社会実験として実施した。具体的には、サツマイモの栽培と収穫を幼稚園、保育園の園児と行い、新たな組織間のネットワーク形成がなされた。実践をした高校生の毎回のワークシートのデータをもとに経験学習理論に枠組みにより、プロジェクトの実践とその内省化、概念化を通して新たな行動プランにつながることを明らかにすることができた。また、野村小学校では６年生の総合的な学習の時間に、マイ・タイムラインの作成を通して集団的効力感を高めるプログラムおよび防災倉庫を対象として地域防災を主体的に考える市民性学習プログラムを構築した。小学校６年生及びその保護者のアンケートを実施し、集団的効力感の向上を従属変数、各プログラムの理解度を説明変数にしたモデル式を構築したところ、マイ・タイムラインの理解度が高い児童ほど集団的効力感が向上していることが明らかになった。

本研究は、中等教育段階を一貫した原理に基づいて構成される主権者育成カリキュラムと、その成果を評価するシステムを開発・実践しようとするものである。高等学校だけが注目されがちな主権者教育について、中学校入学から18歳になって高等学校を卒業するまでの系統的なカリキュラムを提案しようとするところが本研究の特質である。具体的には次の4点の課題の達成を目指している。(1)一貫した原理に基づく中等教育段階の主権者育成カリキュラムの提案、(2) 単発の取組ではない、教科の学習と連動した中高の主権者育成プログラムの開発、(3)育てたい資質能力に基づく主権者教育のための評価規準の作成、(4)上記の(1)から(3)の実施による主権者教育を視点とした学校改革の推進、である。
令和元年度については、次のようなプログラムを開発・実践した。まず、投票の意味について考えさせる主権者教育である。投票の義務制の是非について検討させることで、民主主義社会における投票の意味を捉えさせようとした。次に、実際に模擬投票を行い、自分の選択の妥当性を吟味させるプログラムである。模擬投票によって、投票行為自体を身近なものとして捉えさせるだけではなく、その際の自分の決定を振り返らせることで、選挙の際に何を考えて選択すべきかについて考えさせた。もう一つは、今の政治状況をふまえて自分たちに何ができるか、何をすべきかを考えさせるものである。地域社会の課題をふまえつつ政治の働きによって何をどのように変えていくことができるかを考えさせた。
以上のようなプログラム開発を通して、高等学校3年間を通して、一貫した原理の下で主権者教育を展開できるという見通しを持つことができた。
