    <p>The purpose of this study was to clarify the current and future status of farmland consolidation for rice paddy field farms, using the case of "canyon-type hilly and mountainous areas." In the study area, small-sized paddy fields expand across long and narrow areas along mountain streams and straddle many water systems, given the expanded scale of farming. Because of the farmers' increasing burdens for water management and weeding on the ridges between paddy fields, there is a limit to the scale expansion by debt. On the other hand, if the farmers specialize in the consignment of machine operation, an operation on a scale of 20–30 ha is possible, and high income can be expected. It is desired to organize residents who can weed on the ridge and manage water by utilizing subsidies so that core farmers can specialize in machine operation.</p>

    The purpose of this paper is to clarify the actual conditions of the liquidization of orchards under the progressively weakening labor structure based upon an interview survey of citrus farm households in Seiyo City, Ehime Prefecture. As a result of an actual condition survey, it was verified that there was a mobility of orchards from 12 out of 15 farm households during the period from 1991 to 2009, and that six farm households enlarged their farming scale. Four out of six farm households leased out their orchards under the conditions of decreasing farm workers and progressive aging. The lending and borrowing of lands under perennial crops are often carried out in the areas benefited from sprinklers, and generally the leasing pattern involves a lease without payment of rent. To conserve the areas benefited from sprinklers, the lessees responded to the request from the lending side if they have an extra labor force. The lease of an orchard causes the expenses of sprinkler costs that exceed the benefit and accelerate the fragmentation of orchards, not always leading to the improvement of profitability and operational efficiency

    The purpose of this study was to clarify the possibility of undertaking pesticide-free cultivation in environmentally friendly citrus farming. To approach this task, we conducted a survey of an organic citrus production organization in Ehime prefecture. The survey results show that there were only a few or chards where pesticide-free cultivation practices were undertaken, because disease and insect damage often occurs wherever the citrus fruit unshu was produced. Meanwhile, there were many cases where pesticide-free cultivation practices were undertaken, vis-à-vis medium- and late-maturing citrus. On comparing farming incomes on a 10-acre basis, it was found that incomes derived from farming that involved pesticide-free cultivation were lower than that involving low-pesticide cultivation.

    Irrigation plays a significant role in the path of agriculture development with its consequent effect on the progress and livelihood of agrarian-based society like Nepal. Majority of the irrigated areas are served under Farmer Managed Irrigation System (FMIS). This study is carried out to determine the socio-economic, demographic factors influencing satisfaction of the users in the Kumroj Farmer Managed Irrigation System (KFMIS) regarding water availability in plain area of Nepal, using the farm household survey data collected from 100 beneficiaries. Variation is apparent among the water users regarding several socio-economic and demographic characteristics. The logit model is used to analyze the relationship between dichotomous relations of satisfaction level (satisfied/dissatisfied) with the irrigation system by the help of certain independent variables. The result shows that the variables such as water availability on time, location of farm, land size, education in terms of schooling years and rice productivity significantly influenced the satisfaction of the system beneficiaries in the study area. It is further suggested that water distribution system should be upgraded in view of the water availability, farm location and size of the farm to improve users' satisfaction for the effective management of FMIS in the long run.

    The purpose of this paper is to grasp the level of satisfaction by inhabitants for the agricultural water use facilities, and clarify the direction of improvement. To approach the above subject, the authors sent questionnaires to inhabitants in Minamiumemoto, Takai and Nakano district in Dogo plain, Ehime prefecture during December, 2004 and performed CS portfolio analysis as an evaluation technique. The items of research are the satisfaction for agricultural water use facilities, "Natural environment", "Scene", "Management", "Sense of closeness", "Water quality", "General satisfaction", and the concern for agricultural water use facilities. The results of this study are as follows: (1) As a result of having researched concern and satisfaction by inhabitants for the agricultural water use facilities, the level of concern in Minamiumemoto district is low in comparison with other two districts, and the level of satisfaction in Nakano district is low. On the other hand, in Takai district where environmental maintenance of the waterside is performed positively, the level of both two items is high in comparison with other two districts. (2) As a result of CS portfolio analysis, it is clarified that "Water quality" shows the improvement point in three districts. But the background of this is different in every district, and different methods are necessary for the measures. (3) Satisfactory structure is different for the other four items in every district. In Minamiumemoto district, items except "Water quality" is evaluated in some degree, particularly "Sense of closeness" shows the superiority point. In Takai district, "Sense of closeness" shows the precaution point, "Natural environment" and "Scene" shows the improvement point, for the consciousness for environment is high in comparison with other districts. In Nakano district, "Management" shows the precaution point, and this reflects dissatisfaction for the present conditions of the management system of agricultural water use facilities.

    This study was carried out to analyze the cost efficiency of maize production in the Chitwan district, Nepal with a view to predict economic efficiencies using stochastic frontier cost function. The primary data were collected from 180 maize farmers representing 12 village development committees (VDCs) including one municipality of the district during May-June 2005 for the cropping year 2004-2005. Among various factors, use of manure accounted the highest share in the production cost followed by labour and tractor costs. The maximum-likelihood (ML) estimates of the parameters revealed that estimated coefficients of cost of tractor, animal power, labour, fertilizer, manure, seed and maize output gave positive coefficients and were significant at 5% level. Further, quantitative estimates obtained from the cost function shows the mean cost efficiency of 1.634 indicating that an average maize farms from the study incurred about 63% costs above the frontier cost-an indication of inefficiency. Also, the significant years of schooling of the household head and maize area in the inefficiency model indicated the positive effect of these factors on cost efficiency of the farms. From the analysis of scale effect among maize farms, it was revealed that the maize farms experienced an increasing return to scale, that is, the output increased more proportionately than the total production cost.

    This study was carried out during April-May, 2005 to explore the management and operation of the Kumroj FMIS, one of the Farmer Managed Irrigation Systems operating (FMIS) in three village development committees (VDCs) of the eastern Chitwan district, Nepal. The Kumroj FMIS committee is responsible for the operational and managerial affairs of the system while the East Rapti Water Users Association is the apex body that provides major/external financial help for this system including all the FMISs in that area. This system delivers service to the beneficiaries on an unbiased and transparent manner. The rights, rules, and duties related to operation and management are entirely under the control of the water users themselves. In this system, water in each branch canal is allocated depending upon the area and type of land to be irrigated as well as the season. The irregular water supply resulting from the unlined canals is the major constraint encountered in the effective service delivery of this system. Further, the tail users receive less of the irrigation water as compared to the head users. The practice of labor mobilization based on households utilizes little technology. Proper repair and maintenance as well as canal improvement work is of utmost important to reduce the conveyance loss. The administrative work, especially communication, is heavily dependent on Panipale (water guards), hindering the smooth operation of system. Therefore, restructuring the administrative framework as well as improving the canals is of utmost importance for the sustainable and effective functioning of Kumroj FMIS.

    Irrigation has played a contributing role in enhancing agricultural production and productivity in Nepal. Farmer-Managed Irrigation Systems (FMIS) have been operating for more than 25years using local capacities. A survey was accomplished during April-May, 2005 to evaluate the changes that have been brought about by the introduction of FMIS at Kumroj in Chitwan district. The changes in crop species, cropping area, irrigated area, crop production, productivity and cropping intensity after the introduction of FMIS were explored. Comparisons were made in between farmers participating and not participating in FMIS. There was a total increase of about 47% in irrigated land since the introduction of FMIS. This has helped increase crop production as crops can be grown more than once a year and as a result cropping intensity has been tremendously improved to more than 256 percent. Further, the cropping areas as well as the crop productivity have been greatly influence with the inception of FMIS. The change in the cropping pattern from cash crop oriented to food crop production to combat food insufficiency in Nepal. Considering the successes of FMIS, development of small-scale farmers managed irrigation system to improve agricultural production in Nepal should be emphasized.

    The purpose of this paper is to clarify the formation processes of grassland in dairy farming in post-war cultivated high-land dynamically, paying attention to decision-making by the leader of farmers, based on the case study in 0 village, Seiyo city Ehime prefecture. To achieve above-mentioned purpose, firstly, I grasped social and economic trend in 0 village before the war, and clarified the factors which affect the formation of grassland after the war. Secondly, I divided the formation processes of grassland after the war into four periods;(1)the period of trial crops (1946 -58),(2) the early years of introduction of dairy farming (1959-69), (3) the period of enlargement of grassland (1970-82), (4) the period of completion of grassland infrastructure(after 1983),and clarified the characteristic of grassland utilization in each period. Now, in 0 village ,high rate of self-sufficiency in fodder is realized by many-sided utilization of the three types of grasslands ( grassland owned by individual farmer, grassland owned by village, grassland cultivated by government). And the stable grassland infrastructure in 0 village have been formed by the geographical and historical conditions peculiar to high-land, the various political supports after the war, and the ability of leaders who accept the political supports positively and enlighten farmers.

    This research attempts to develop the achievements of JSPS KAKENHI Grant projects about sustainable citrus farming, carried out in the 6 years period until 2016, to wider aspects of Japanese agriculture. "Five conditions for developing organic agriculture" were theoretically explored by an integrated approach combining the decomposition analysis and comparative static analysis based on the organic industry view. The individual data analysis of about 3,000 farmers and 4 case studies revealed the technical/business possibilities, process and conditions to reach high-level operation, as well as the conditions for organizational/regional operations in Japanese organic agriculture. The dynamism towards widespread expansion was found by analyzing the farmer’s intention and production behavior among different size farmers. To identify the factors influencing consumption and market development of organic farm products, a comparative analysis was conducted between California and Japan.

    As a development of 2010-12 research project ((C): 22580251), we increased the number of farmer survey under organic and sustainable citrus farming to 60 in this research. Using the survey data, the technical and economic sufficiency, the environmental effects of the farming practices were analyzed. To clarify the situation of farming and economic activities, the composition and effects of substitution farming or techniques in farm economy and environment, the forming processes and conditions of selected farmer groups and corporations were examined. The comparative analysis both among different organic farmers or corporations and between organic and conventional farmers suggested significant policy applications not only for developing sustainable citrus farming, but also agricultural industrialization, the development of new agribusiness and agricultural organization, as well as the business reform of agricultural co-operatives. 20 papers are published in the research period.

    This project developed a set of statistic indices for surveying the farming and economic characteristics of organic citrus farmers. In the project period, 82 organic citrus farmers, including few chemical-reduced famers, farmer groups and agricultural corporations, were surveyed. The data from the farmer surveys, which mainly include the production conditions, organic farming practices, substitution farming or techniques for agricultural chemical and chemical fertilizer applications, composition of farm revenues and expenditures, marketing and prices of organic farm products, labor time, business environment, and the factors influencing the transition from a conventional to organic farming, will help to make clear the farming and economic conditions for developing sustainable agriculture. Some results of the project have been published as papers, books or presentations.

    The first part of the study investigated the conditions for forming collective farming of citrus-growing areas through analyzing functions of selecting citrus stations, because, in order to study collective farming for citrus, it is considered to be appropriate to take into consideration. the citrus-selecting process.
    The functions are divided into eight categories, that is the function of (1) securing quantity, (2) securing quality, (3) instructing the production technology, (4) collecting information, (5) establishing friendly relationships, (6)dividing work, (7) marketing, and (8) establishing brand.
    The findings are as follows;
    (a) The function of securing quantity has been constantly appreciated by farmers.
    (b) That of securing quality has changed its meaning from.the security of quantity to the security of brand.
    (c) That of instructing the production technology has highly appreciated and will continue to be so in the future.
    (d) The effectiveness of the function of delivering useful information has been highly expected, but there is a certain amount of concern for its usefulness.
    (e) The function of establishing friendly relationships is not highly appreciated.
    (f) That of dividing work is, on the centrally, highly appreciated, even though its role is not a positive one.
    (g) That of marketing will become important to produce more profitable products.
    (h) The effectiveness of the function of establishing brand differs among areas, and a certain area has become more popular among consumers.
    From a standpoint of the theory of multiple inter-subject relationships, the examples of regional agricultural management centers have been studied. However, the theoretical application to citrus-growing areas has remained to be future task for investigators.
    Dr.Matsuoka studied the significance and possibility of collecting agricultural farmland for citrus, and proved the effect and problems of exchange and consolidation program of citrus farmland in Uwajima city.

    最終年度の研究では、前年度の財務分析を受けて、(1)水利費の負担能力の計測と(2)水資源会計におけるフロー面の計測に関する理論的研究を行なった。二つのテーマの位置づけは、(1)の課題が水資源会計の最重要部分をなすフロー面の計測構造開発の前提条件を探ることにあり、(2)の課題は(1)を受けて直接、フロー面の計測構造開発そのものである。
    (1)の水利費の負担能力の計測は、前年度に引き続き愛知用水土地改良区内の東海市の42戸の農家を対象に農家経済経営分析を行なった。その結果、10アール当たり負担能力は稲作農家30戸のうち1戸のみが2,787円の正の値となった。その原因は米価低迷と過剰装備による。しかし多角化した経営では花卉、野菜部門では各6戸が正の値となった(最大428,247円)。つまり、稲作のみでは水利費が負担できない実態が明らかになった。本研究は水利事業の外部経済・不経済を会計的に計測し適正な負担と管理を実現することにあるが、フロー面の計測の基本的要件が明らかになった。
    (2)の計測方法の開発では、水利事業のインプット面は自然合体資産、土地合体資産等の各年度費消価値及び投入により計測される。しかし弾力的な市場を持たないアウトプット面は効果の種類、範囲をどうするか、貨幣評価問題など基本的課題に直面する。したがって、会計学の発生基準(production basis)の準用とインプットとの対応により把握する方向が考えられる。今後この視点から研究を継続したい。
