    The shortage of qualified human capital is a major impediment to development. In the field of international development cooperation, training programs (TPs) have been widely employed to enhance the capacity of workforces in developing countries. This paper investigates the conditions in which these programs can contribute not only to individual human resource development but also to organization-level reform and innovation in developing countries. The methods were regression analyses of training monitoring records as well as follow-up e-mail interviews with former participants of information and communication technology TPs sponsored by the Japanese International Cooperation Agency. The research reveals that bilateral communication between training participants and the home organizations during the training plays a key role in increasing the probability of successful organization-level transfer of individual-level learning, irrespective of the original level of organization's absorptive capacity. The researchers examine the differences in transfer factors between the development aid context in their research and the paradigm case of the business organization found in much of the transfer literature.

    This article investigates the political attitudes of Thai citizens, who have been exposed to a harsh political climate in recent years. Two questions we address here are: (a) how people perceived the quality of governance under the Thaksin administration and the subsequent provisional military government, and (b) what impacts, if any, the populist style of politics as well as the military coup have had on the political beliefs of the Thai population. The statistical analysis based on AsiaBarometer Survey data locates a plunge in public perception that occurred during the period between the Thaksin era and the military government, but it also reveals that the difference is largely a product of inflated populist policies, and that people's commitment to a democratic system was already fragile before the coup.

    This paper tests the hypotheses that the tide of globalization undermines or reinforces the traditional types of social capital. Using the 2006 AsiaBarometer Survey data and applying two-level logit regression analysis, this paper found that social capital related to sense of trust or human nature and interpersonal relations can be augmented by globalization, while social capital regarding familialism and mindfulness can be weakened.

    This article examines the cross-level causal relationship between macro-political settings and micro-political attitudes in eleven Asian societies using the 2006 AsiaBarometer Survey (China, Hong Kong, Japan, South Korea, Singapore, and Taiwan) and the 2006 South Asian Survey (Bangladesh, India, Nepal, Pakistan, and Sri Lanka). After extracting the four underlying dimensions of political attitudes from the broadly comparable questions used in the two surveys, the study first detects national differences in terms of (1) citizens' attitudes toward political activities other than voting, (2) their commitment to a democratic system, (3) their political frustration, and (4) their confidence in their ability to govern themselves. Then, regression analysis examines the possibility that the micro-level variations in each of the four dimensions of political attitudes are related to the abundant macro-level variations found in these Asian countries. The results show that although the country-level predictors for citizens' attitudes toward direct political actions are common to both regions (ethno-linguistic fractionalization and the degree of institutionalization of preference articulation), factors influencing the variations in other dimensions are different. Specifically, the effects of political competitiveness and inclusiveness are more salient in South Asia than in East Asia.

    The AsiaBarometer has generated massive data on quality of life in Asia. It covers 31 societies and in terms of subjects, quality of life, health, social capital, social and political institutions, global life. We published a dozen books and numerous journal articles. In English The Quality of Life in Asia, Dordrecht, Springer 2012 is a most comprehensive publication in English whereas in Japanese Asia no kokoro o utsusu kagami: The AsiaBarometer's Findings is a most comprehensive work in Japanese. More books and numerous journal articles will be published in 2013-2015.
