今年度も引き続き秋田県内を中心に、定点観測対象としている経営体に調査を実施したのに加え、2021年2月に実施した秋田県内の大規模水田作経営（経営規模30ヘクタール以上）へのアンケートデータをもとに分析を行った。その結果、次のような示唆を得た。
第一に、2010年代後半における、大規模水田作経営のさらなる経営規模拡大（農地集積）とそれら同士の利用調整や権利調整による農地集約化の進展が浮き彫りとなった。しかしながらその一方で、農地利用の面では大豆等の畑作物の作付面積を減らし、非主食用米の作付を増やす行動がみられた。こうしたことから、国による米の生産調整が廃止になったものの、大規模水田作経営においては土地利用の高度化は必ずしも進展していない。
第二に、大規模水田作経営における土地利用高度化を阻む一因として、雇用労働力の増大が挙げられる。急速に進む規模拡大に対応するために雇用労働力は必要不可欠となっており、中には複数雇用するケースも出てきている。その中には、農業の経験を持たない者や、経営体が所在する集落に縁のない者も含まれる。そのような多様な雇用労働力に対し、技術・技能を高めることが十分にはできていない。加えて、経営体所在集落あるいはその周辺地域に縁のない被雇用者が経営者との関係で疎外感（よそ者扱いされるなど）を感じることでモチベーション低下やパフォーマンスを十分に発揮できないといった問題がある。こうした問題が大規模水田作経営にとって土地利用の高度化以前にクリアすべき課題となっている。 -

This research attempts to develop the achievements of JSPS KAKENHI Grant projects about sustainable citrus farming, carried out in the 6 years period until 2016, to wider aspects of Japanese agriculture. "Five conditions for developing organic agriculture" were theoretically explored by an integrated approach combining the decomposition analysis and comparative static analysis based on the organic industry view. The individual data analysis of about 3,000 farmers and 4 case studies revealed the technical/business possibilities, process and conditions to reach high-level operation, as well as the conditions for organizational/regional operations in Japanese organic agriculture. The dynamism towards widespread expansion was found by analyzing the farmer’s intention and production behavior among different size farmers. To identify the factors influencing consumption and market development of organic farm products, a comparative analysis was conducted between California and Japan.

There are currently only a few cases of cooperation between community-based farming groups (CBFGs) and agricultural enterprises. A small number of these CBFGs have aimed to further their management development process by scaling up and diversifying their products through cooperation with other organizations. The main findings of our study, relating to such cooperative initiatives, are as follows: First, cooperation with other organizations constituted one step in the management development process. Thus, when CBFGs aimed to enhance the quality of their management, cooperative partners were selected based on their image of management development. Second, to further advance their management practices, CBFGs undertook an innovative management approach, under the banner of the "economy of connection", through which strategic cross-industrial cooperation was promoted.
