<p>This paper aims to examine practical measures used to revitalize a local shopping street through the creation of new businesses.</p><p>Iwamurada-Honmachi shopping street in Saku City is used as a case study. As a result of suburban commercial agglomeration, and a to inherit from aging entrepreneurs, the number of vacant stores in the city center is increasing. However, urban renewal trends indicate a shift to a combination of commercial and residential buildings. The Iwamurada-Honmachi shopping street has developed as a post town along the roadside. In the 1990's, concurrent improvement of the expressway and a boost in development of commercial agglomerations in suburban areas around the shopping street occurred, consisting mostly of large-scale stores. In response, the shopping street organization experienced a generational shift. Young members of the organization utilized vacant stores for recruiting new entrepreneurs from outside the city, and creating new businesses directly managed by the organization. Consequently, the street reconstructed its commercial and social function, supporting the livelihood of residents, who can now easily access produce stores, restaurants, childcare support, and educational facilities. The following can be considered the main methods for carrying out these activities: (1) Based on the premise that their street is the best located commercial agglomeration in the area, the organization has established its vision for regional contribution. The chief director has shared his vision for concrete plans within the organization. (2) The entrepreneurs are from the same generation, born and bred on the shopping street. Therefore, their regional solidarity was effectively used to unite the organization in revitalizing of the street. (3) Entrepreneurs appointed competent employees from outside the district, allowing for various opinions on operations to reflect in business management. In doing so, they also actively utilized smaller stores, which are easier to set up for business.</p>

This study examines the characteristics of farm direct marketing in British Columbia, Canada, focusing on the distribution of farms, types of commodities, methods of production and sale by farms. The farms that conduct farm direct marketing are distributed mainly in the suburbs and the urban fringe of Vancouver. The area is a horticultural zone extending along the lower stream of the Fraser River, in which the number of farm direct marketing has increased since the late 1990s. Though commodities are diverse, the management can be classified basically into four types; fruits (mainly berries), vegetables (including flowers and nurseries), livestock and poultry products, and farm stores. Though the area of farm land is not large, many versatile mangers of second generation engage in the management. They advertise the products as &quot;fresh, local and safety&quot;, and inform the season of harvest to repeaters by using of Facebook. The farm operation is under the pressure of urban land-use, however, there is a possibility of growing because it is supported by a constant demand for local food by urban residents, and a positive image of rural areas.

The purpose of this study is to examine the databasemaking<br />
process for land-use maps and the effectiveness of<br />
land-use surveys through the case of a fieldwork program in<br />
human and regional geography at the graduate school of the<br />
University of Tsukuba. The case illustrates the method of<br />
land-use surveying using fieldwork and GIS in urban areas<br />
at the micro scale.<br />
First, I examine the importance of performing land-use<br />
surveys based on fieldwork to clarify various regional<br />
characteristics in detail. We can also analyze land-use<br />
patterns through desk work since the infrastructure for spatial<br />
information data has been developed in recent years.<br />
However, performing land-use surveys based on fieldwork<br />
makes it possible to understand the social, economic, historic,<br />
and cultural backgrounds of the regions through the<br />
actual experience of performing land-use surveys in urban<br />
and rural fields. On the other hand, some researchers who<br />
study land-use patterns through fieldwork at the micro<br />
scale—as with central urban areas—often use the analog<br />
method, filling out the usage situations of the land by hand<br />
on the base map. Outputs that use handwork are mostly<br />

Especially since the oil crises, Japan's long-distance, wide-area Just-in-Time logistics systems have been established through mutual cooperation between completed-car manufacturers, parts suppliers, their logistics subsidiaries, and third-party logistics providers (3PL), against a background of a shift to diverse, flexible production, development of communication and information systems, and more dispersed locations of completed-car factories.<br>Before the oil crises, during the medium- and long-distance transport of auto parts, longer transport times and distances tended to result in parts delivery delays, making it difficult to arrange space for storage and sorting. This in turn resulted in inefficient circulation of vehicles and staff and led to higher costs. In response to such problems, 3PL built logistics centers with vendor-consolidation and cross-dock functions, which made consolidation, trunk transport, sorting, and division into periodic, small-quantity, high-frequency deliveries possible. These initiatives boosted the circulation rates of vehicles and staff, which reduced transport time, parts delivery delays, transport costs, and storage space needed; clarified the flow of parts and information; and reduced wasteful processes and superfluous staff to achieve greater transport efficiency. In sum, these completed flexible logistics systems simultaneously achieved economy of scale in consolidated trunk transport and economy of scope with detailed sorting and frequent small-lot deliveries.<br>As examples, we compare the Kumamoto Plant of Honda Motors and the Mizushima Plant of Mitsubishi Motors. In Honda Motors' logistics, costs are mainly borne by each supplier, with reliance on the suppliers' own initiatives. However, Honda provides indirect guidance and support, for example, it transports parts as backhaul cargo after completed-product transport, using 3PL company A. Honda thus developed diverse logistics using railway containers and ferry boats. On the other hand, Mitsubishi Motors pays the all costs of parts logistics to 3PL, and its logistics are greatly influenced by the existing 3PL prime contractor (company E), which developed an information system linking miscellaneous suppliers and many completed-car manufacturers. 3PL company E collects and consolidates numerous parts from each supplier for transport to Mitsubishi Motors using this common information system.<br>We also compare 3PL companies A and E. Company A transports parts as backhaul cargo after completed-product transport. This 3PL focuses on logistics techniques. On the other hand, company E is a provider of a shared information system that links parts suppliers with many car assemblers. Thus company E has the marked characteristics of a 4PL.

The purpose of this paper is to examine inter-regional flows of transportation and their distance-decay effects by applying production constrained gravity models from the examples of pickup and delivery services by motorcycles by A Co. in Tokyo and B Co. in Osaka. <br>In Tokyo, A Co. is a large scale hauler that transports drawings, documents, floppy-disks and CD-ROMs from miscellaneous consignors. Its transportation flows are concentrated in the central business districts in Tokyo. From the viewpoint of the distance parameter of production constrained gravity model, the distance-decay effect of its flows is not particularly strong. Rather, its spatial interactions have been affected by the agglomeration of businesses in the center of Tokyo.<br> In Osaka, B Co. is a middle scale hauler that largely depends upon deliveries from a few consignors to urgently transport repairing parts for personal computers and copying machines. Its transportation flows are mainly from Osaka City to the Kyoto, Osaka and Kobe metropolitan areas. From the viewpoint of the distance parameter of production constrained gravity model, the distance-decay effect is quite strong in the transport of B Co. Combining these analyses, possibly for deliveries to places which are nearby and can be done in a short time, freight owners often deliver by themselves, so there are not many orders for pickup and delivery services by motorcycles. Also, when there is a peak of deliveries of a certain distance and necessary time. Later, along with the increase in transport distance and necessary time of carriage, shipment numbers decreases. This becomes a convex curve line, such as shown in Weibull distribution model.<br>In conclusion, we understand that demand for pickup and delivery services by motorcycles in large metropolitan areas is for a certain distance and necessary time of carriage.

This study is an attempt to elucidate the spatial structure of "Just-in-Time" (JIT)-based logistics for the distribution of automotive parts in Japan. A diverse range of opinions on spatial structure have been presented in economic geography in the West: namely the ways in which implementing JIT causes the locations of parts suppliers to become concentrated or dispersed; and the things which can be considered as contributing factors in such concentrations or dispersals. In response to this, the authors of this paper decided to carefully clarify the reality of such logistics in Japan by considering case examples of certain automotive parts suppliers which have implemented JIT from early on despite being located far from their respective car assembly plants. The authors will also shed light on the fact that, in order to accommodate distribution from remote locations, cross-docks operated by third-party logistics providers (3PL) are located near car assembly plants, and will seek to further clarify the functions of these cross-docks. This analysis has also enabled new insights to be gained: concentrations of suppliers such as in Toyota City are exceptions to the norm, and that instead suppliers tend to be dispersed over a wide area in Japan; even in JIT-based logistics, economies of scale are being pursued and inventories are being stored; and in deliveries to car assembly plants 3PL cross-docks are performing an important function in making small-lot, high-frequency deliveries. １ 問題の所在と研究目的&lt;BR&gt; 日本における物流は，専用大量輸送から多頻度小口配送を中心とする自動車輸送によるJIT型物流への転換が進行してきた。しかし地理学において，JIT型物流の空間構造を解析した研究は数少ない。自動車輸送には，一般の宅配便，引越貨物，企業の専属輸送など多様な形態が含まれ，公開されている統計データも少ないことから，全体として分析することが困難である。そこで自動車輸送の中の特定の形態を集中的に分析することによって，その空間構造を明らかにすることができると考えられる。&lt;BR&gt; 本発表で対象とする「二輪軽貨物」とは，国土交通省が貨物自動車運送事業法によって認可した「貨物軽自動車運送事業」の中で，特に二輪車を利用した輸送事業である。二輪軽貨物は通常バイク便と呼ばれ，主に大都市圏内において，緊急の小口配送に用いられるJIT型の典型的な物流の事例である。本発表は，東京・大阪大都市圏において二輪軽貨物事業者により形成される緊急小口型配送の空間構造を明らかにすることを目的とする。東京・大阪大都市圏の二輪軽貨物事業者を事例企業として選定し，聞き取り調査を実施するとともに，発着地に関するデータからその空間構造を分析した。&lt;BR&gt;&lt;BR&gt;２ 二輪軽貨物輸送事業の特性&lt;BR&gt; 日本における二輪軽貨物輸送事業は，1980年代前半より登場した。輸送手段となる二輪自動車については，事業者自ら所有する必要はなく，二輪自動車を所有する個人（契約配送員）に対して業務委託をするという形式が一般的である（嘉瀬 2002）。つまり起業の際に初期投資が極めて少なく，1990年の貨物自動車運送事業法施行以前には参入制限がなかったことから，多くの業者が当該事業に参入した。二輪軽貨物輸送事業は，不特定の顧客から受注後， 発地点から着地点に個別に配送するサービス（スポット便）を特徴としている。交通渋滞が深刻な大都市において，配送に二輪車を使用することにより渋滞を回避することができる一方で，その即時性が配送料金に転嫁される。二輪軽貨物は業務機能の集中する大都市中心部において，宅配便よりも緊急性のある小口配送に対応したサービスである。&lt;BR&gt;&lt;BR&gt;３ 東京・大阪大都市圏における配送事例分析&lt;BR&gt; まず大阪大都市圏における二輪軽貨物の事例として，Ａ社を取り上げる。Ａ社は1984年創業，大阪市福島区に本社を置く。Ａ社の配送データについて，2004年10月1日_から_20日の運送手配台帳を元に，発注元住所，到着先住所，受注時刻，商品到着時刻，配送商品に関して1372件のデータを入手した。発地は大阪市北区，中央区，西区の都心3区で全体の73.2％を占める。着地の分布をみると上記の3区は22.6％であり，発地が都心に集中する一方で，着地は京阪神大都市圏に分散し，輸送件数と時間距離（所要時間）の間には距離減衰効果が確認された。発地を詳細にみると，中枢管理機能を担うオフィスよりも，北区中之島などに集積するメーカー倉庫や物流センターである場合が多い。配送商品に注目すると，文書類よりもコンピューターやシステム機器の補修部品が中心である。Ａ社の配送は，メーカーの修繕サポート業務の補完機能として利用されていることが推察される。&lt;BR&gt; 東京大都市圏における二輪軽貨物の事例として，Ｂ社の配送サービスを分析する。Ｂ社は1985年創業，東京都新宿区に本社を置き，2004年度の売上高は24億円である。Ｂ社が提供するサービスの中でスポット便に注目し，発送元住所，到着先住所，運賃，受注時刻，商品引受時刻，商品到着時刻，配送商品について，2005年12月22日の2003件のデータを入手し分析した。発地は件数の多い順に，東京都港区，渋谷区，千代田区，中央区，新宿区，江東区の6区であり，全体の75.6％を占める。着地の分布は件数の多い順に，港区，千代田区，渋谷区，中央区，新宿区，品川区であり，これら6区で全体の64.0％を占める。配送される商品は，FDD，磁気テープ，写真，図面，製本書類，商品見本が中心であり，都心部でのオフィス需要に対応したものが多いことが伺える。Ａ社の事例が特定大口顧客の緊急配送代行業務中心であったのに対して，Ｂ社の場合，都心部でのオフィス需要の代行という性格を反映した配送圏を形成している。&lt;BR&gt;&lt;BR&gt;【参考文献】&lt;BR&gt;嘉瀬英昭 2002．二輪自動車を使用した貨物運送事業に関する一考察．高千穂論叢 37-2：21-36．

Recently, economic geographers have shown an interest in the spatial implications of Just-in-Time (JIT). Some research papers have emphasized the agglomeration of automotive parts suppliers around car assemblers. Others have attached importance to the dispersion of suppliers away from car assemblers in pursuit of compliant rural laborers. In this study, the authors have investigated the practice of JIT by some suppliers located around Ueda City, Nagano Prefecture, Japan, in order to attempt to resolve these discussions. The automotive parts suppliers around Ued a City are located in a distant place from each car assembler, because they were relocated from the metropolitan areas to escape war damage during World War II. The miscellaneous kinds of parts for many car assemblers are produced on the same intensively invested assembly line in a search for efficiency. The network of subcontractors has been developed in this region. Cheap labor from rural areas is utilized. How has the JIT system been executed in s uch a distant location? The information about production and logistics can be exchanged immediately by electronic data processing. This enables suppliers to maintain about five days' lead time between production and delivery. In logistics, the parts are dispatched to depots by large trucks to raise loading efficiency in middle and long distance transportation. The parts are then frequently delivered in small lots from the depot to the car assembler on schedule. The parts suppliers which are the objects of thi s study have a high market share. They are relatively large-scale producers of systematized and modularized parts. This enables them to trade automotive parts with car assemblers even at a long distance and to impute transportation costs to the price of parts.

This study clarifies the spatial characteristics of store location pattern and the distribution system in rapidly growing clothing chain stores throughout the 1990s which were oriented towards low cost operation. The following results were obtained: Many retail chains put a special emphasis on the pursuit of low cost operation which reduced the whole chain operation costs due to consumer recession and the increase of low price-oriented consumers and tough competition between companies. Unlike the retail chains which require large items, small scale delivery as typified by convenience stores and supermarkets specializing in food, the distribution system formed by retail chains to pursue low cost operation can set up a wider delivery area which includes several prefectures, because it does not need to keep the merchandise fresh. Chain S, our case study company, is a clothing chain store which sells low price daily fashion. The headquarters of this chain with 702 stores in 2000 is located in Omiya city, Saitama Prefecture. ローカルレベルでの小規模な流通，もしくは生産者と消費者間のダイレクト・マーケティングの重要性が，その土地の自然条件や位置関係，歴史的・文化的背景，産業構造などの地域の文脈で議論されることが必要であり，こうした動きに食料の生産の場として機能してきた農村地域や農業者がどのように対応しているのか明らかにする必要がある。本研究は，カナダ・ブリティッシュコロンビア州（BC州）バンクーバー島のカウチンバレー地区を対象として，地域資源を活かしたアグリツーリズムの事例分析から，農村観光の特徴を明らかにする。&lt;br&gt; バンクーバー島は，BC州の南西端に位置する。島全体の人口は約76万であるが，2000年以降一貫して増加を続けている。主要都市は島の南東部に集中しており，BC州の州都であるビクトリア（人口：約34万）は島の南東端に位置する。島の主要産業は元々林業であったが，近年では豊かな自然環境を活かしたアウトドア観光のほか，植民地時代の遺産を活かした都市観光に加えて，農村観光が盛んになっている。 研究対象地域であるカウチンバレー地区は，バンクーバー島の南東部，州都ビクトリアの北に位置する。カウチンバレー地区はカナダで唯一地中海性気候帯に属する温暖な地域である。このような気候条件に加えて，山や海，湖が地区内に近接して存在するという自然環境，島の主要都市から車でおよそ1時間という立地条件から，近年観光業に力を入れている。&amp;nbsp; &lt;br&gt; カウチンバレー地区では恵まれた自然条件の下，多様な農業が展開され，それらを観光に結びつける動きが盛んである。当地区では西部が山間地で農業不適である一方，中央部の丘陵地では畜産関係，東部を南北に走る主要道路沿いには果樹・野菜生産など高付加価値で比較的集約的な農場が分布するとともに，菊地ほか（2016）で示されたワイナリーも分布する。 農業生産者はいくつかの形態でアグリツーリズムの場を提供する。一つは主要都市ダンカンで毎週土曜日に開催されるファーマーズ・マーケットである。このマーケットは通年開催で，出店登録者は177（2016年）である。地元農業者を中心に出店があり，直売としての機能のほか，出店者の農場と消費者を結びつける役割を果たしている。 ワイナリーはカウチンバレー地区を特徴づける重要なアグリツーリズムの場であるが，ここでは地区で唯一のアップルサイダー農場の事例を紹介する。地区南部の丘陵地コブヒルに立地するこの農場では，自園地で生産したリンゴからアップルサイダーを生産・販売している。整備された園地ではリンゴの生産，商品の直売のほか，ビストロが併設されるとともに，結婚式場としても使用される。その他に発表では，地域密着型農業に取り組む農家レストランの事例，ファームツアーを開催する水牛農家の事例を紹介する予定である。&lt;br&gt; 対象地区の海岸部に位置するカワチンベイ（図1）は，2009年に北アメリカで最初のスローシティ組織である&amp;ldquo;Citta Slow（チッタスロウ）&amp;rdquo;コミュニティに認定された。カワチンベイは夏季には大変賑わいを見せる観光地になっているが，同組織の活動趣旨は経済的な観光地化ではなく，農村地域のコミュニティ形成にあるという。本発表では，このスローシティの実態を紹介したい。

&lt;b&gt;研究の課題 &lt;/b&gt;現代の先進諸国では農村空間の消費が活発になっており、これを「農村空間の商品化」として捉えることができる。この報告では、カナダのブリティッシュコロンビア州のフレーザー川下流平野において、農村空間の商品化によって地域活性化がどのように行われているかを明らかにする。フレーザー川下流平野はバンクーバーの中心部から東に120kmにまで広がる細長い地域で、州全体の6割に当たる290万の人口が集中し、農業の生産性が高い一方、食料生産をはじめ農村居住、レクリーション・観光、農村景観や自然環境の保全活動など様々な農村空間の商品化がみられる。その中で都市住民が農村空間を消費することが明瞭にわかる形で展開している、ファーム・ダイレクト・マーケティングとファーマーズ・マーケット、サークル・ファーム・ツアーを取り上げる。&lt;br&gt;&lt;br&gt;&lt;b&gt;農村空間の商品化を示す三つの活動 &lt;/b&gt;バンクーバー大都市圏を中心とした住民は、様々な形で周辺の農村資源を消費している。その一つにファーム・ダイレクト・マーケティングがある。これは農場経営者が農場を訪れる顧客に農産物やその加工品を直接販売したり、農業や農村に関わるサービスを提供することである。このような農場が、フレーザーバレー・ダイレクト・マーケティング協会を組織している。加入農場は2016年で80である。これとともに、市街地の公園や広場、街路で、土曜もしくは日曜を中心に週1回、主として5月から10月頃まで、20から60程度の出店によって開催されるのがファーマーズ・マーケットである。衣類や工芸品、加工食品、観葉植物などを生産者が販売する店もあるが、主要なものは地元の農場による野菜や果実、酪製品、肉、卵などの販売店である。フレーザー川下流平野には2016年には34のファーマーズ・マーケットがある。ダイレクト・マーケティングを行う農場やファーマーズ・マーケットなどとともに、ワイナリーやレストラン、ガーデンセンター、博物館・史跡・名所などを含む農村観光名所を10～20ほど、一つの地方自治体の範囲で観光協会などが選択し、観光客が自分で訪問できるようにルート図で示したものが、サークル・ファーム・ツアーである。これはフレーザー川下流平野独特のもので、アボッツフォード市やチリワック市の範囲で設定されたものを含めて五つのプログラムがある。それらが共同で宣伝することで、農業のすばらしさや食と健康のあり方、農村の魅力を訪問客に喚起し、農産物や様々の農村の生産物の直売を促進している。&lt;br&gt;&lt;br&gt;&lt;b&gt;農村空間の商品化による地域活性化 &lt;/b&gt;上記の三つの活動によって、訪問者である都市住民は農村景観を楽しみ、地元産の新鮮で安心・安全な農産物を入手し、都市化社会になって失われた友好的な雰囲気やつきあい、生活姿勢にふれることができる。都市住民にとって、短時間で非日常性を体験できるまたとない機会である。農村住民にとっても、農産物やその他の商品の直接販売によって収益を得るとともに、訪問者と接することで自分たちの農業や生活姿勢に誇りをもつことができる。その一つである農産物直売農場では、5haほどの農地でホウレンソウやブロッコリー、キャベツ、トマトのほか多種類の野菜とラズベリーやブルーベリーなどを無農薬・有機栽培で生産し、農場内の直売所で多くの訪問者に販売している。その経営者は地元の高等学校で物理の教師を8年間していたが、安全・安心の食料の安定供給、農民としての生き方に意義を見出し、農業を開始した。このような新規に参入する農民が少なくないこともあって、カナダの一般的傾向とは逆に、フレーザー川下流平野では近年農場数も農地面積も増加している。

&lt;u&gt;１．研究課題と目的&lt;/u&gt;&lt;br&gt; 日本においても韓国においても，国土構造として首都への一極集中が指摘され，首都圏と地方都市との格差が拡大している。共に少子高齢化が進行する両国において，地方都市の疲弊は著しく，都市の成立条件や外部環境，地域特性に合わせた持続的な活性化策の構築が必要とされている。その中で日本における地方都市研究では，モータリゼーション，居住機能・商業機能の郊外移転などによる，都市中心部の空洞化問題が注目されやすい。空洞化が進んだ都市中心部では，低・未利用地の増加，人口の高齢化，大型店の撤退問題，生鮮食料品店の不足によるフードデザート問題などが生じ，大きな社会問題となっている。 一方で韓国では，鉄道駅が都市拠点となりにくく，また同一都市内で「旧市街地」と「新市街地」とが空間的にも機能的にも別個に発達しやすいといった日本とは異なる都市構造（山元 2007）が多くみられる中で，バスターミナルに隣接した中心商業地などの更新が比較的進んでいる。そして，地理学の社会的な貢献が相対的に活発であって，国土計画などの政策立案にも積極的に参画する傾向が認められるものの，金（2012）によれば，研究機関が大都市（特に首都ソウル）に偏在し，計量的手法の重視および理論研究への偏重によって，事例研究の蓄積が薄い。 それらを踏まえた本研究の目的は，低成長期における韓国地方都市の都市構造の変容を明らかにすることを目指して，その手がかりとしての土地利用からみた商業地分析の手法を確立することである。なお，今回の報告は調査初年度の単年次のものであり，今後地域を拡大して継続的に研究を進める予定である。&lt;br&gt;&lt;u&gt;２．韓国における一極集中と地域差&lt;/u&gt; &lt;br&gt; 先述の通り，韓国は首都ソウルとその周辺部への一極集中が顕著である。その集中度は先進諸国の中でも著しく高く，釜山，大邱，光州，大田の各広域市（政令指定都市に相当）との差が大きい一方で，これら広域市と他の地方都市との格差も大きい。 &lt;br&gt;&lt;u&gt;３．対象都市&lt;/u&gt; &lt;br&gt; 地方都市をどのように定義するのかについては議論の余地があるが，本研究では首都ソウルとその周辺部を除く地域の諸都市を前提とする。今回の調査対象地域としては，韓国南部の慶尚南道梁山市の中心商業地を選定した。梁山市は同道の東南部に位置し，釜山広域市の北側，蔚山広域市の南西側に接している。高速道路で周辺都市と連結されており，さらに，釜山都市鉄道粱山線（2号線）によって，釜山市の中心部とも直接結ばれている。このように梁山市は，釜山大都市圏の一部を構成する都市である一方，工業用地の造成が進み，釜山大学病院をはじめとする医療サービスおよび医療教育の充実した新興都市として独立した勢力があり，人口増加も顕著である（2014年人口：292,376）。 そのうち新市街地は梁山川左岸に位置し，そこに梁山線が2008年に全通し，その終着点でもある梁山駅が開業した。同駅に近接して大型店E-MARTが立地しているほか，計画的に整備された区画に多くの商業施設が集積している。E-MARTに隣接してバスターミナルも立地し，全国各地への路線網を有する。一方，旧市街地は新市街地から見て国道35号線を挟んだ東に位置している。そこには梁山南部市場およびその周辺に生活に密着した小売店舗が集積しており，伝統的な商業景観が形成されている。&lt;br&gt;&lt;u&gt;４．調査の方法&lt;/u&gt; &lt;br&gt; 今後，韓国の各都市の都市構造の動態的変化を継続的に調査することを目指して，今回はその調査手法の確立を目指す。特に，韓国の商業地における店舗の入れ替わりは日本に比して頻繁で，その新陳代謝が都市を活気づける要因ともなっており，その変化に関心が持たれる。しかし，そうした変化を既存の資料から明らかにすることは難しく，実態調査が求められる。そこで今後，継続的に定点観察することを予定している中で，業種分類の設定の仕方なども重要となる。今回は予備的調査として，事例都市において商業地の調査手法を確立し，その方法を他都市に展開していくことを目指す。

We examine how the commodification of rural space is proceeding in British Columbia, Canada, and what kinds are present. Our field-work revealed that the four regions of Lower Mainland, Vancouver Island, Okanagan, and Thompson-Cariboo have conspicuous rural commodification. The Lower Mainland region is characterized by diversified rural commodities. Wine tourism in the Okanagan region, a slow food movement on Vancouver Island and ranch tourism in the Thompson-Cariboo region are very important. The commodification of rural space in British Columbia, which is more advanced and diversified than that of Japan, plays an important role in sustaining the rural economy and society.

&lt;B&gt;１．はじめに&lt;/B&gt;&lt;BR&gt; 秋山（2006）によると，日本における家電流通システムには，その中心を担う小売業者の勢力に3度の入れ替わりがあった。その中心となったのは，第一にメーカーの流通系列化における系列店であり，第二は日本電気専門大型店協会（NEBA）に加盟する家電量販店である。1990年代後半からは，NEBAに加盟せずローコスト経営を指向する少数の家電量販店と，カメラ系と呼ばれ大都市のターミナルに店舗を立地させる量販店が日本の家電流通を主導している状態にある。&lt;BR&gt; 以上のように，店舗の大型化，郊外指向・ターミナル型の店舗立地，寡占化，多店舗化，ローコスト経営そして低価格志向といった現代日本の小売業の抱える特徴を，家電流通は端的に表している業界といえよう。&lt;BR&gt; 本発表では，家電量販店の再編成を，年間販売額上位企業の動向から明らかにするとともに，地域の家電小売業の置かれている現状と地域の小売業において果たす役割を検討する。本研究で対象とする家電量販店とは，大規模小売店舗を多店舗展開する業態店を指し，地域家電小売業とは，おもにメーカー系列店を出自とする中小規模の小売業者であり，特に茨城県の小売業者を対象として，聞き取り調査を実施した。&lt;BR&gt;&lt;BR&gt;&lt;B&gt;２．家電量販店の再編成&lt;/B&gt;&lt;BR&gt; 兼子（2004）は，1990年代には専門店チェーンが各企業の地盤とする地域で寡占的ドミナントを形成していた状態から，他地域に積極的に進出し，競合状態が生起するようになったことを指摘した。家電量販店はこの最たる事例であり，コジマ，ヤマダ電機といった北関東のリージョナルチェーンが，1990年代後半以降他地域に進出し，特に後者は2002年以降年間販売額で首位になって以降，全国に店舗網を拡大した（図1）。&lt;BR&gt; その一方で，秋葉原を出自とするチェーン店の経営破綻が相次ぐとともに，エディオンに代表されるリージョナルチェーンの合従連衡の動きが加速した。結果として，家電量販店は少数の大規模チェーンに集約される寡占状態へと変化しており，地方都市では郊外幹線道路沿いに，大都市では駅前ターミナルを中心に立地して，激しい商圏争奪を繰り広げている。&lt;BR&gt;&lt;BR&gt;&lt;B&gt;３．地域家電小売業の役割&lt;/B&gt;&lt;BR&gt; 家電量販店の成長要因は，大量仕入れや自社物流システムの構築によるローコスト経営により，価格競争力で優位に立つことである。この点において，それまでメーカー系列店として成立してきた地域の中小家電小売業は不利な状況にあると言わざるを得ず，その数を急減させている。例えば，中小の家電小売業を中心とする協同組合である茨城県電機商工組合の組合員数は，1996年の517店をピークとして一貫して減少を続け，2009年では313店まで急減した。&lt;BR&gt; このような地域家電小売業の減少は，家電量販店との競合に加え，家電製品の普及期の高度経済成長期に商売をはじめた経営者が，年齢的に引退を迎える時期にあること，デジタル家電のような多品種で短サイクルに登場する新製品への対応が難しくなっていることなどが理由として挙げられる。加えて，地域の家電小売業者の中には修理・工事などの技術を有しているため，業種転換を図ることも選択肢としてあり，後継者不足の問題と相俟って店頭販売の不振が大きな課題となっている。&lt;BR&gt; それでは，地域の家電小売業はこのまま淘汰されていくのであろうか。大型量販店は，店舗が大規模であるが故に商圏も大きいため，空白となる小商圏市場が各地で生じている。家電小売業の経営者の持つ技術は，アフターサービスや保守・点検を通じて消費者とのつながりを密接にさせる要素でもある。こうした小規模経営のメリットに着目し，最近では中小の家電小売業者をフランチャイズ化したチェーンストアも登場しており，量販店との競合・共存への動向が注目される。

１ はじめに&lt;BR&gt; ジャスト・イン・タイム（JIT）については，1990年代の欧米の経済地理学において多大な関心を集め，フレキシブルな生産システムやポスト・フォーディズムに関連して多くの議論がなされた。&lt;BR&gt; JITについては，生産現場におけるいわゆるトヨタ生産方式，多能工化・現場労働者のチームによる品質管理や改善運動への参加といった生産システムの問題と（大野 1978），部品の在庫を持たず，「必要なときに，必要なものを，必要な量だけ配送する」という効率的な物流システムという2つの側面からなる。&lt;BR&gt; 第1の生産システムの観点からすれば，より低廉で柔軟な労働力を求めて，部品工場の立地は農村地帯に広く分散すると考えられる。一方，第2の物流システムの観点からすれば，輸送費用や取引費用の増加を防ぐために，部品工場は完成車工場に近接して立地することが望ましい。これらの両者の見方について，欧米の経済地理学の研究では議論が分かれていた。そこで本研究では，JIT発祥の地である日本において，自動車部品のJIT方式による物流の空間構造を解明することを目的とする。&lt;BR&gt;&lt;BR&gt;２ 自動車部品の物流システム&lt;BR&gt; 日本の専門的な有力部品サプライヤーの場合，各メーカーの多品種少量生産への要求に対応して，同じ生産ラインでコンピュター管理を徹底して，各社向けの多種類の部品を製造するフレキシブルな生産ラインの導入が行われ，範囲の経済と同時に規模の経済の追求が行われる。そのため，工場立地を集約化し，そこから各地の完成車工場に中・長距離の物流が行われることが多くなっている。これらの中・長距離物流については，部品サプライヤーの資本系列の運輸企業が担当する場合（兼子・藤原 2006）と，完成車メーカーが指定したサードパーティーロジスティックス（３PL）の物流企業に委託する場合がある。今回の発表は，後者の中で，日本全国の各自動車メーカーの工場に近接して物流基地を設けている３PL企業の事例を中心に報告する。&lt;BR&gt;&lt;BR&gt;３ 完成車工場への定時多回納入&lt;BR&gt; 自動車部品物流のJITの実施にあたっては，完成車工場周辺に指定納入業者の物流デポや3PLの物流基地（cross-dock）を設け，各種部品を集荷・仕分けし，そこから一括して，完成車メーカーの指定時刻に指定数量を，指定工程の作業場所に対して納入する方式が，大幅なコスト削減を可能にする。この方式は「定時多回納入方式」と呼ばれる。物流デポでは，完成車メーカーからの端末情報をもとに，指定時刻・指定納入場所・指定数量ごとに必要な部品を仕分けし，納品車に積み替える作業を行う。このように納入業者を一本化することによって，完成車メーカーがより完全に物流コストを把握し，情報化をより推進するなど，一括して部品調達コストを管理できるようになる。&lt;BR&gt; このような多種多様な自動車部品の物流にあたっては，部品の生産地にミルクラン方式での集荷基地（vendors consolidation）が，完成車工場の近くには多頻度小口配送に対応する物流基地が，3PLによって設けられる。このような集荷基地と配送基地の間は，大型車で幹線集約輸送がなされる。また，これらの物流基地には，情報ネットワークで在庫管理された必要最小限の部品の在庫が保管されている。このような物流のしくみが，JITを実施する上で，必ずしも空間的近接性をともなわないこと，部品工場が完成車工場から離れて立地することを可能にしている。&lt;BR&gt; 近年の自動車業界の構造再編は自動車部品の物流にも大きな影響を与えている。日産は国内の系列関係を解消し，欧米からも標準的な部品を調達するようになった。トヨタと本田技研の競争の熾烈化は，部品メーカーを一層その系列下に囲い込み，従来見られた両者の系列相互間の部品取引を解消するようになった。三菱・マツダも欧米からの輸入部品の調達を増加させている。このような技術とコスト本位のグローバルな調達は，いっそう3PLの役割を重要にするとともに，JITによる物流の空間的形態をさらに多様なものにしている。

The purpose of this study is to examine the process of creating a database of land-use maps and determine the effectiveness of land-use surveys through a fieldwork program in human and regional geography at a graduate school (the University of Tsukuba). The case study shows a method of land-use survey using fieldwork and a geographic information system (GIS) in an urban area on a microscale.
First, I examine the importance of land-use surveys based on fieldwork to clarify various regional characteristics in detail. Land-use patterns can also be analyzed in an office setting because infrastructure for spatial information data has been developed in recent years. However, land-use surveys based on fieldwork make it possible to understand the social, economical, historical, and cultural background of a particular region through actual experience in the urban or agricultural field. On the other hand, some researchers who study land-use patterns by performing field work on a microscale, such as in a central urban area, often use an analog method of recording land-use information by hand on a base map. 日本の流通は，高度経済成長期における第1次流通革命，ポストバブル経済期における第2次流通革命を経て，その空間的特徴を大きく変容させてきた。特に後者においては，百貨店や総合スーパーのような高度経済成長期の流通を牽引してきた業態から，地方を出自とするロードサイド業態や新しいタイプ販売形態が伸長し，既存の流通空間を大きく変化させてきた。一方で，2000年以降経済の低迷が長引く中で，流通企業も規模の拡大だけでなく，業態のボーダーレス化や小商圏市場への再注目，alternative consumptionの普及といった，新たな需要を掘り起こす「質的な転換」を迫られている。
