近年、高等教育学を専門とする教員（以下、高等教育学教員）は急速に増加しているが、期待される役割は変化している。本稿では、ボイヤーのスカラーシップ論を用いて高等教育学教員は何をすべきなのかを検討し課題を整理することを目的とする。高等教育学教員は、ボイヤーの提示した発見、統合、応用、教育からなる４つの機能に対応する形で幅広い活動に関与している。一方で、高等教育学教員の中には活動に葛藤を感じながら職務を進めている者がいる。一つは、高等教育学教員自身が行いたいことと所属する機関や学会が期待することによる葛藤である。また、実務家として雇用されているのに、研究者として評価されるという職責と評価の不一致がもたらす葛藤もある。高等教育学教員の専門性を向上させるには、所属機関と所属学会は高等教育学教員の幅広い活動を認めて支援していく必要があろう。また、高等教育学教員自身も、幅広い活動の相互の関連性を理解した上で、自立した専門職として自身が重要だと考える活動に従事する姿勢を持つことが重要であろう。The role of professors in higher education research has changed in the past twenty years, and the parameters of traditional scholarship need to be broadened and redefined. This paper examines the professors' activities using the Boyer's model of scholarship. The professors actually engage in wide ranges of activities related to discovery, integration, application, and teaching which are four types of scholarship proposed by Boyer. However, many professors have experienced conflicts between what they would like to do and what their institutions and associations expect them to do when they engage in these activities. In addition, conflict arises from the fact that although they are hired as practitioners of their discipline, they are often evaluated based on traditional research outcomes. To improve scholarship, the institutions and associations connected with the professors should recognize, evaluate, and support them in a wide range of activities. In addition, the professors should understand the connections between their activities and scholarship and take part in activities that increase their standing as independent professionals.

本稿は、日本の大学教育における効果的な発問のあり方についての研究課題を明確化するための予備作業として、(1)小中学校を中心とする日本の発問研究に関する代表的な著書と、(2)北米の大学における代表的な発問ガイドの内容を検討する。その結論は、以下の通りである。第1に、日本の発問研究は、教育方法学や教科教育学の領域で相当の蓄積が認められた。そこでは明治期以来の発問の歴史的傾向、あるいは機能に応じた実態整理がなされてきた。他方、本稿が検討した発問研究の著書は、教室における発問の実態が扱われていない等の課題を抱えていた。第2に、大学教育に関しては、北米の大学の教授学習センターを中心に、効果的な発問技法を新任教員に提供する取り組みが多数見られた。その一方で、本稿で検討した発問ガイドは、発問についての一般的な指針を示すにとどまり、教材研究や教材を通した問いの準備については、ほとんど扱われてないことが明らかとなった。This paper examines 1) research on questioning in Japan, focusing on elementary and junior high schools and 2) research on questioning in North American universities as preliminary work to examine effective questioning methods in university education in Japan. The results are as follows. First, considerable research has been conducted on questioning in Japan in domains of educational technology and subject pedagogy studies. Therefore, documentation of actual conditions corresponding to historical trends and functions of questioning since the Meiji period has been conducted. On the other hand, that these research issues and interests are entirely concentrated in elementary school education and that actual conditions associated with questioning in classrooms have not been identified are future challenges. Second, regarding university education, many initiatives to provide new teachers effective questioning techniques have been observed, especially in teacher learning centers in North American universities. On the other hand, however, most techniques remain general guidelines; with respect to teaching materials and preparing questions based on materials, questioning techniques have hardly been incorporated.

Though many faculty members increasingly use information and communication technology (ICT) in their classes, they are not sufficiently informed about effective and appropriate ways to use ICT. To diffuse effective teaching skills, the Center for the Studies of Higher Education at Nagoya University developed a booklet of "Seven Suggestions for Good Teaching and Learning at Nagoya University". It describes effective and appropriate ways to use ICT, including seven principles and forty-nine practical teaching tips. Findings from the analysis of the development process of the booklet and reactions to it can be summarized as follows: First, the booklet clarifies relationship between uses of ICT and teaching enhancement, because teaching tips are categorized into seven effective learning principles. Second, contents of the booklet are generally accepted by faculty members and they are found as learning materials for faculty development as well as for promoting ICT enhanced teaching in universities.

2017年4月以降，大学では知識・技能の習得ならびに能力・資質向上をさせるための研修（スタッフ・ディベロップメント: SD）が義務化されている．組織が研修を行う目的は，職場での行動変容や業績向上である．こうした研修転移を促すためのSD担当者養成研修を設計し，その実践について研修から約3ヶ月後に実施した質問紙調査により評価した．その結果，研修中に取り組んだ組織の人材育成ビジョンやSDの企画案作成が行動変容や業績向上を促している可能性が示唆された．一方で，職場の組織文化や受講者の担当業務といった課題が研修転移の阻害要因となっていることも明らかになった．

名古屋大学高等教育研究センターは、2001年３月にFD支援のオンラインツールである「ゴーイングシラバス」を完成し、その開発と運用を行ってきた。授業実践に「ゴーイングシラバス」を用いた知見をまとめると、以下の２点が明らかになった。１．ゴーイングシラバスを使用することにより、シラバスを基点とした授業マネジメントに対する教師の意識が深まった。特に、授業時間外の学生の学習をマネジメントする面でゴーイングシラバスは有効である。これは、従来の教室空間に加え、オンラインによる新しい授業空間を活用できるようになったことを意味している。２．ゴーイングシラバスによるシラバス作成は、FD活動の新たな可能性を示唆する。操作上の簡易さと、操作マニュアルを兼ねたシラバス設計のヒント集「コースウェア」の提供により、自己研修型FDのプラットフォームとして活用することが期待できる。The "Going Syllabus" is a web-based course management tooldeveloped at CSHE, Nagoya University in March, 2001. The purpose of this paper is to outline the project behind the "Going Syllabus" system, and to examine how it can affect planning and management by teachers. The findings are as follows. First, the "Going Syllabus" promotes the idea of course management based on course planning. It is effective for out-of-class learning management using an online platform. Second, the "Going Syllabus" provides opportunities for selftraining and an on-demand faculty-development tool. The platform, with simple operation and "Courseware", which contains faculty development materials, will enable teachers to undertake self-training.

本稿では、名古屋大学における経営情報システムの開発事例の検証を通して、日本の大学における組織運営のための情報システムの現状および課題を把握することを目的とする。名古屋大学評価情報分析室では、成果指標とベンチマーキングというコンセプトのもとで全学レベルの指標を先行して収集するというアプローチを採用したことにより、短期間のうちに経営情報システムの基本枠組みを固め、ホームページ上に公開することができた。名古屋大学の開発事例から以下の三点が明らかにされた。１．経営情報システムの開発にともない、学内情報の所在と状態が明らかになり、大学の活動実態を把握する方法が明確になった。しかし、学内に多元的に存在し独立して蓄積されている多数の情報源から、いかにして合理的にデータを収集していくのかが課題である。２．国立大学の再編統合に関する意思決定や中期目標・中期計画策定の過程で、経営情報システムの情報の有効性および今後の発展性が確認された。３．開発プロセスにおいて、学内の経営情報システムに対する必要性と理解が深まった。しかし、経営情報システムをより充実させるには、教職員のさらなる協力、さらに大学間の協力が必要である。This paper examines management information systems in higher education institutions in Japan through analysis of the case of Nagoya University. The Office of Evaluation Data Analysis was established at Nagoya University in 2001 and developed website for management information system in 2002. The management information system was characterized by performance indicators and benchmarking indicators. The findings from the analysis are summarized as follows. １． The process of developing a management information system clarifies the channels of data collection for monitoring the activities of the university. However, it also indicates the difficulty in collecting the necessary data efficiently from the current diverse database systems. ２． Effectiveness and greater possibilities of application of the management information system are recognized in the strategic planning process and in the decision making processes of amalgamation of the national universities. ３． Cooperation of all the relevant people is essential to maintain the management information system; and further internal and externalsupport are needed to improve the system.

大学教育において、各学問分野固有の知識・技能の育成と文脈によらず発揮しうる汎用的技能の育成との関係や教育方法が明らかにされつつある。しかしながら、専門職に必要な資質・能力の育成を担う学部ではその明確化が未だ不十分である。そこで、本研究では社会福祉系学部を対象として、汎用的技能のうちの批判的思考に焦点を当て、①社会福祉専門職に必要とされる資質・能力の中に批判的思考を位置づけること、②社会福祉学における批判的思考の教育目標を定め、育成・評価方法の開発を行うこと、③社会福祉学教育において批判的思考力を育成するためのテキスト教材を作成することを目的としている。
上記のうち、本年度は①および②の課題に取り組んだ。まず、社会福祉専門職のソーシャルワーク実践における思考と批判的思考との関連を検討するため、社会福祉士の資格を取得し10年以上勤務する5名のソーシャルワーカーに聴き取り調査を実施した。インタビューガイドに基づき聴き取った文字起こしデータをもとに分析を行い、社会福祉専門職における批判的思考概念の明確化を進めた。加えて、社会福祉士の資格を取得し、3年未満勤務する5名のソーシャルワーカーを対象とする調査を進め、今年度は介護老人保健施設で勤務する1名への聴き取り調査をオンラインで実施した。残る4名の対象者については候補者を調整し、来年度に調査を実施予定である。これらの結果は、10年以上勤務のソーシャルワーカーの結果を参照しつつ分析を行っていくこととしている。
加えて、文献調査として、批判的思考、クリティカルリフレクション、省察的実践に関連する文献を収集し、概念整理を進めた。また、昨年度実施した、社会福祉専門職を養成する学部の調査を継続し、社会福祉専門職養成の課程をもつ学部・学科の教育目標の量的・質的な分析を行うことで、批判的思考を教育目標として位置づけるための検討材料とした。 -

Against the background of the growing emphasis on quality assurance in higher education in recent years, professional development for faculty and staff who take on the responsibility of supporting an ever more diverse student body is increasingly important. These staff and faculty (hereafter called “learning supporters”) need to provide detailed and complex support for each student, so they should develop their abilities as professionals.
Through examining reflection by these learning supporters, this research aims to find common attitudes and codes of behavior. Based on the research, items of description for a learning supporter’s portfolio are suggested. A handbook in Q&A format for learning supporters, which collected the cases of learning supporters, has been created and will be published in the end of June, 2022. -

The purpose of this study is to reorganize the knowledge of asking questions in the classroom from the perspectives of student-centered learning. Asking question is one of the ways to stimulate student learning and thinking during the classroom. Most of the previous studies have been conducted in the context of elementary and secondary education, that means quite a few studies have been performed in higher education. This study investigates special academic degree systems that exempt students from academic coursework in higher education. It compares the systems in the European countries to examine the processes and problems that their systems entail within higher education. Competence-based academic degree systems are based on the accreditation of prior learning, APL, which assesses students' competences. This study clarifies the actual situation and certain APL features in the countries. We identified the following APL-related points: APL places greater importance on learning outcomes than on the application to Higher Education Institutes, HEI, as assessment factors for exemption from coursework. APL creates certain crucial problems for IHEs, such as the determination of equivalence between the experiential knowledge and skills that people acquire in daily lives and the academic skills that IHEs offer. EU, OECD, and UNESCO have policies that promote APL in their member countries.

The purpose of this research is to study the effective methods for developing the leadership of the Presidential teams of Japanese universities. This research finds things as follows. 1.Vice-presidents of Japanese national universities have much difficulties for carrying out their jobs for enhancing the education. 2.There are many obstacles for exercising leadership in enhancing the education. 3. Many universities don't offer system for helping vice-presidents to exercise leadership including workshop for developing their leadership . 4. There are some systems for developing leadership of presidens and vice-presidents in some foreign countries, especially USA. and UK.

This study examines the distinctive features of special educational programs designed for high-achieving students in the research universities in US, Australia, Canada, UK, China, and Japan. Such special programs are known as "honors programs". Honors programs put emphasis on the leadership and international experience to enhance their learning motivation. Through the programs, students of the public or national universities provide a lot of learning supports with students as much as in small private colleges. These universities can attract the best and brightest students and facilitate them to remain studying at the graduate programs of the institutions. Thus Honors program is becoming the strategic tools for the management of semi-top ranked public universities.

今年度は本研究プロジェクトの最終年度であり、大メコン川流域圏のインドシナ諸国における高等教育改革の現状と展望について多様な角度から検証を加えた。3年間の最終的な成果の一つとして、Springer社より『東南アジアの教育改革と能力開発』と題した著書を、代表者の北村が編者の一人として出版した。同書には、本研究プロジェクトの前代表者である廣里恭史博士(現アジア開発銀行上級教育専門官)や分担者の小川も執筆参加しており、まさに本研究プロジェクトの集大成として位置づけることができる。さらに、同書には、米国や東南アジア諸国の研究者たちも参加しており、本研究プロジェクトが国際的な視野のもとで展開されたことを示している。とくに、同書の中では東南アジア諸国(とくにインドシナ諸国)の教育改革を分析するためのフレームワークを提示し、そのフレームワークにもとづき国別の事例研究を行なっている。そのなかで、教育改革の推進のためには国レベルでの能力開発が不可欠なことを結論として導き出しており、とくに高等教育レベルでは質保証の面からも能力開発の重要性をしてきしている。このように、本研究プロジェクトの目的を遂行した成果として同書を捉えることができる。また、代表者の北村ならびに協力者の小川と米澤は、それぞれ個別の論文においても、高等教育の分析フレームワークと事例研究を行い、学会誌等に成果を発表した。本研究プロジェクトの成果を土台として、今後、さらに大メコン川流域圏の地方大学の展開について検証を継続していく予定である。

(1)わが国の主要大学における大学教員養成プログラムの内容・実施状況に関する調査・分析広島大学は1999年から4年間にわたって大学教員養成プログラムを先駆的に実施したこと、授業の一環として実施し、参加者の好評を博したこと、しかし、担当教員の負担が大きく長続きしなかったこと等を明らかにした。京都大学と名古屋大学は、相互に無関係に2005年度から実施したこと、さらに2007年から一橋大学も実施していること、各大学とも院生のニーズは高く、参加者から高く評価されていることを明らかにした。(2)アメリカ、フランスにおける大学院教育における教員養成プログラムの実態調査先進的なTA研修プログラムをもち実績をあげているアメリカの大学のうち、オハイオ州立大学に2007年9月に訪問調査した。同大学では、TA研修のプログラムおよび大学教員準備プログラム(PFF)の内容やその実施状況について、大学教育センターおよび大学院担当部局の担当者に対して聞き取り調査を実施するとともに、研修の実施状況を見学した。その結果、(1)アメリカではTAが実際に授業の一部を担当し、それを可能にするためにTA研修が実施されていること、(2)TAも授業料免除・給料支給という好条件を与えられ、真剣に研修を受けており、確実に教授能力を習得していること、(3)大学教育センターがTAの教授能力を高めるために研修を実施していること、(4)大学教員としての必要な知識・技能の習得のための研修(大学教員準備プログラム)が、TA研修とは別個に実施されており、大学院生の職業意識・教授能力を向上させる上で有効であることなどを把握した。また、(5)わが国でも大学教員準備プログラムはいくつかの大学で実施されていること、院生の多くが大学教員としての就職を想定している以上、このプログラムの充実が不可欠であることを明らかにした。

In a two-year research period, the investigators have conducted firsthand observations at the Institutional Research offices in the State University of New York at Albany, the University of Washington at Seattle in the United States, the University of Sydney in Australia, and the Annual Forum of the European Association for Institutional Research in Rome, Italy.Institutional Research (IR) is a range of activities on management information collection, analysis of data and reporting in higher education institutions. Today, IR in the universities of the United States, Australia and European countries has become a solid foundation for quick decision-making and smooth management of an organization. In the fluctuating higher education sector, IR provides a broad range of service and detailed assistance.Throughout the empirical examination on data-driven educational improvement system supported by IR, certain organizational cooperation within institutions was revealed. Through the careful coordination of three major functions, namely, "data collecting, analyzing, and reporting (IR) ", "planning and evaluation", and "professional development for teaching and learning", universities in the United States use a bottom-up approach to improve the undergraduate curriculum. Planning and implementation of "the Course Experience Questionnaire" which has a close relation with the quality assurance of teaching occupies an important place in IR activities in Australian universities.Based on these findings, the research team published one book "Tips senseino curriculum design (The curriculum design by Mr. Tips) "and three scientific papers on data-driven learning and teaching improvement in the universities. In addition, the investigators provided two research presentations at the convention of the Japan Society for Educational System and Organization.

Provided that an ultimate vision of educational development and cooperation in the 21st century would be to develop indigenous capacity in engineering education reforms, this research analyzes the overall education reform context and capacity, including the status of sector program support using sector-wide approach (SWAp) /program-based approach (PBA) in developing countries. The research also addresses how different stakeholders have been interacting in order to promote equitable access to quality education, particularly from the perspectives of capacity development under the system of decentralization. Based on analysis of the global trends of educational development and cooperation, the research proposes an Integrated Framework of international cooperation to education in developing countries. It is expected that by applying this model to assess current conditions of international cooperation to basic education in developing countries, donor countries and international agencies could clarify their roles in the process of promoting education reforms and enhance their aid effectiveness.Furthermore, the research includes preliminary case analyses of those less developed countries in Southeast Asia, especially Cambodia, Lao PDR, and Vietnam, which are preparing or receiving sector program support using country-specific forms of SWAp/PBA. Country cases briefly examine how the stakeholders in political arenas of each country have been interacting in the process of promoting education reforms focusing on basic education.Both the conceptual and analytical framework and the country case analyses are intended to help developing countries simultaneously meet twin challenges of ensuring equitable access to quality basic education and of developing competitive workforces by renovating technical and vocational education and training, and higher education, in an era of globalization

In this research, we have developed an e-Learning regional hub using WebCT Vista that is widely used in the world and has the capability to be used in regional academic consortium. We have studied from the following view points : information infrastructure, educational contents and how to use.In 2004 :・We constructed WebCT Vista server for this study. The number of sheet is 1,500.・By introducing the connection to JP-IX Nagoya, which is a regional Internet exchange point, we constructed a regional area network for this study.・We created an information security courseware based on Nagoya University information security policy and guideline.In 2005 :・We studied about the following three type of WebCT Vista used among institutions in U.S. : ASP (Application Service Provider) type, multiple campuses type, shared type among institutions.・To measure the effectiveness of JP-IX Nagoya connection, we performed an experiment to get access logs thorough Web-based course registration of Nagoya University.・We measured the effectiveness of our information security courseware through the actual uses in Nagoya University freshmen training for information security.・We studied about the movement of IT usage in Academic Consortium (AC) 21 institutions.・We created a courseware for AC21 and seven courseware for AAACU (the Asian Association of Agricultural Colleges and Universities)In 2005 :・We clarified that (1) the delay time for IP packet transmission is heavily depending on the thorough put by measuring our regional network capability by using JP-IX Nagoya, (2) it is necessary to introduce a regional routing registry (RRR). And also we developed SNMP monitoring tool for regional network administration.・We clarified the effectiveness of JP-IX Nagoya connection through the access log of Web course registration.・We created a second information security course contents by using WebCT Vista.・We developed a Central Authentication and Authorization Service (CAS^2) to enhance the authorization capability of Central Authentication Service (CAS) and clarified its effectiveness.

This research examined the strategy for universalization of primary education through the case study in Vietnam. Countries that already have achieved 95% enrollment rate of primary education are required to have different approach to deliver the primary education to the "last 5% children". The last 5% of children are under various difficult conditions such as living in remote areas, urban poverty, disabilities and ethnic problems. In order to overcome those problems, it is necessary to develop government capacity of educational research and planning both at local and central levels.At present, local level commitment, in particular, utilizing commune system is the key for the universalization and improvement of educational service. Local people and parents financially support primary education. They pay various educational expenditures for school construction and repair and extra salaries for temporary teachers. Under this situation, again, it is crucial to develop the capacity of local commune and strengthen their commitment to educational development.This research examined the correlation among indexes of economic standard, education level and introduction of full day schooling. As the result, the research could not find correlations at provincial level. It implies that analysis of local commune level should be important. At the commune level, the following two factors play important roles for the provision of education i.e. 1)economic capacity of commune, 2)strong will and commitment on commune leaders. In particular, ‘socialisation of education' movement plays important role for educational development. This movement is educational promotion activities by all social actors including government, private firm and people's organizations. This Vietnamese case shows that, under the situation of lack of deficient resources in central government, this kind of decentralized local initiative is crucial for the universalisation of education.

The enlargement of the opportunities in higher education has driven the population of college students toward much more diversified one. In accordance with these phenomena, the concept of strategic management on how to improve a first year experience is getting more importance as an agenda of management in a global context of higher education.,It is true in Japan that university people have got to understand the importance of the first year programs such as guidance, orientation and freshman seminar. But, they have few experiences to practice first year programs in terms of the concept and method of strategic management which emphasize on the programs as part of four year programs and the improvement of performance standards at the exit of undergraduate education.In this study, we paid much attention to the two countries of the United States and Australia which have accumulated the studies and practices on the first year experience. And we tried to survey the present trends and its achievements of the first year experience programs in these countries by case study.As a result of this study, we indicate the following features ;(1) To develop the first year experience programs including both of in-class and out-class activities,(2) To enrich staff development programs and faculty development programs for the first year programs,(3) To prepare systematic information/content on study tips and strategies(4) To apply a new approach of strategic planning theory to the first year experience programs.

This research project was conducted covering three academic years for 2000-2002. The purpose of the project consisted of exploring educational development policies in Cambodia, based on the critical evaluation of achievements derived from Education For All (EFL) activities during the 1990s. It was clear that EFL efforts brought about minimum necessary educational bases in the primary education sector, but lower and upper secondary levels needed more intensive efforts for the coming decade after EFL. Then This project tried to explore secondary education policies and practices focusing on general educational agendas, secondary education curriculum featuring science and mathematics education, secondary school teacher training, non-formal education involving literacy education in rural areas. The 2000 academic year was devoted for exploring EFL achievements and educational policy issues thereafter. The results were published in the following articles : (1) Wakabayashi, M.and Kato, N. 「Human Resource Development in Cambodia, (2) the Japanese version thereof, (3) Barom, N.and Wakabayashi, M. 「Science and Mathematics Education Development in Cambodia Through Building Higher Education Systems」、 (GSID 『Working Paper』), and (4) Bunroeaun, N. 「Teacher Training in Cambodia」、(GSID 『Working Paper』).During the academic year 2001, secondary education curriculum studies were conducted focusing on science and mathematics education. Three surveys were made and reports were published as follows ; (5) Otsuka, Y (Ed.) 「Baseline Survey Report of the Secondary School Teacher Training Project in Science and Mathematics in Cambodia (STEPSAM)」, Association for Cambodia Science and Mathematics Improvement Studies, July, 2002), and (6) The Japanese version thereof, and (7) Khlok Vichet Ratha. 「Educational Reform Agendas in Cambodia : Based on Surveys of Teachers in Phnom Penh City」 (in Japanese).For the final academic year 2002, a survey of rural literacy education was conduced to explore fundamental problems in non-formal education sector. Also, educational policy studies were extended to identify immediate policy challenges to accelerate universal basic education in Cambodia. 本研究の目的は、高等教育の量的拡大期にあり民営化の著しいアセアン諸国において政府・民間・個人の各主体がいかなる役割分担を持って高等教育の財政基盤を形成しているのかを多角的に分析し、今後の政策課題を明らかにすることである。本研究によって得られた知見は以下の通りである。1 資金の集中化アセアン諸国では人口増加率が高いため、基礎教育への予算が拡大している。したがって、高等教育段階では効果的な資金配分が重視されており、重点エリアへの資金の傾斜配分などが進行している。2 私立大学に対する支援政府の資金が少ないため私立大学の役割が大きくなっている。奨学金制度や規制緩和などで私立大学に対する支援が進んでいる。3 インターネットの充実化各国ではインターネットが急速に普及している。高等教育においてもインターネットを利用した教育や事務のコンピュータ化が進んでいる。IT分野では外国の民間企業が関わってきており、新たな形の産学連携が進みつつある。4 学生の学費負担授業科の値上げに対して学生の反発は強いが、各国は奨学金制度やローン制度を充実化することで対応している。学生の所得に応じた負担を導入する大学が増加している。5 営利目的の大学フィリピンでは、株式会社形態の大学など営利目的の大学がある。訪問したセブ大学では費用効果を重視し、多くの学生を集めている。営利目的の大学には納税の義務があるが、非営利の大学より柔軟な運営が可能である。6 今後の政策課題アセアン諸国では、財政難における高等教育の充実化を、民間や個人の役割を大きくすることで対応しようとしている。しかし、これを成功させるためには各国政府によって適切な制度や組織を整備する必要がある。特にIT分野では民間の役割が期待できるため政府のコーディネーションが期待される。

This project had two objectives as follows :1) To collect pieces of practical knowledge (know-how) useful for improving our ways of teaching freshmen in Japanese universities and to systematize them from the viewpoint of theoretical consistency and facility to use.2) To develop an effective and easy-to-use method to provide a wide range of university teachers with suggestions and methods we got through the first stage of the project.In due course, we found it is the most effective to arrange and systematize various know-hows or 'tips' from the viewpoint of "how to design your course as a whole". As result, we completed a hypertext version of "teaching tips" on the website of Nagoya University Center for the Study of Higher Education (http : //www.cshe.nagoya-u.ac.jp/tips/) on March 2000, and also published the paperback edition of it on March 2001.

We have investigated the new technology-based distance higher education in USA, Canada, UK, Australia, and Japan in terms of the concept called "Open Learning". The findings which we can summarize are as follows :(1) USA has been leading the new technology-based distance higher education among the five countries above-mentioned. We can find the development of the on-line courses at the graduate level education which have targeted on the market of employees who work for companies.(2) As for the in-house training programs based on learning technology which companies are doing, the situations among the five countries is same as low in use. But the Japanese situation is the lowest.(3) In addition to the distance program delivered by the distance education institutions, the traditional universities have developed their own distance programs based on new learning technologies. Japan is very delayed in developing the distance program designed for the market of cooperate employees.
