    In this study, irrigation ponds in seven communities located downstream of the Dainichigawa Dam (Minami-Awaji City, Hyogo Prefecture) were categorized according to their functions in the water use network within the irrigation ponds complex. As a result, the irrigation ponds were classified into six categories based on the source and destination of water intake and distribution. The largest number of irrigation ponds in this area are "water catchment type", which take water from surrounding mountains and rivers and distribute it to other ponds, even though the area is the beneficiary area of a dam. The analysis of the location characteristics of each type and the questionnaire survey on the actual management of irrigation ponds showed that the "water catchment type" tends to be found in small ponds located on a slope and relatively far from the dam. On the other hand, the "relay type" and "utilization type" ponds, which take water from other ponds, are large ponds located relatively close to the plain, and are more likely to be managed in a continuous systematic manner. It was also shown that the "water catchment type" and "relay/utilization type" differ in the implementation of water fall as a countermeasure against heavy rainfall, and in the content of maintenance required in the future.

    We extracted the communities located in the coastal area and clarified the characteristics of them using the 2015 Agriculture and Forestry Census data and the results of the national census, taking Ehime Prefecture as an example. We categorized them used the employment rate data by industry and analyzed the agricultural area types of the communities included in each type. As a result, of the total 3,284 communities, 628 (19%) were coastal communities, and 23% (340,000) of the population lived there. In addition, from the viewpoint of agricultural area type, it was found that the ratio of hilly agricultural areas is high and agricultural land is often used as upland in coastal communities. As a result of cluster analysis using the ratio of employees by occupation as a variable, coastal communities were classified into 6 clusters. As a result, it was found that in the coastal area, mountainous agricultural communities are areas where fishing industry is thriving, and flatland agricultural communities are mostly citrus-cultivated areas using slopes. The high proportion of hilly agricultural communities is due to the development of relatively large orchards and the narrowness of the forests found on the islands and peninsulas. As a result, the number of communities not included in the mountainous agricultural area increases due to the increase in the cultivated land ratio or the decrease in the forest field ratio. Furthermore, it was found that many communities specializing in primary industry are in areas with high geographical isolation, and that the number of workers per community is small in these communities.

    The non-farmland notification operation is a system in which the Agricultural Commission notifies the owners of devastated agricultural land (Class B), which is expected to be difficult to recycle, as non-farmland. If a non-farmland notification is issued in area of agricultural land (AL), the land is excluded from the AL. In this study, we investigated the factors hindering the operation of the non-farmland notification system in AL through a questionnaire survey of all 20 municipalities in Ehime Prefecture. As a result, it was found that the factors hindering the operation in Ehime Prefecture are 1. Complexity of administrative procedures arising from modern land use problems such as unknown landowners and undetermined land boundaries, 2. The need to take into consideration the maintenance of cooperative relationships between farmers and local governments due to the unclear criteria for B classification, 3. Difficulty for the government to provide management guidance to sloping farmland because it is excluded from blue land, and 4. Concern in utilizing sloped farmland for other uses.

    In this study, we clarified the process of constructing a capture system and the contents of activities from interview surveys and material surveys. From the results, we clarified the factors that made it possible to build a community-based capture system. The purpose is to examine “how can we build a community-based capture system in an area where the new distribution of wild animals is expanding”. In this study, we conducted a case study in Nakajima Island in Matsuyama City, Ehime Prefecture, where a new catching system was constructed from the situation where there are no wild boar catchers in the area where wild boars have newly expanded. The factors that made it possible to build a new community-based capture system in Nakajima Island are summarized in three points:1)organizational cooperation between the old local government level and local community level, 2)construction of a capture system led by the local community, and 3)multi-layered logistical support through cooperation between prefectural government, city government, and the University. The construction of a capture system at the old local government level made it possible to “create new capturers in the early stages of new distribution expansion” and “continue capture activities in local community level, including small-scale communities”. The residentsʼ association took the initiative in establishing a capture system, which ensured the psychological safety of the capturers and enabled positive and sustainable capture efforts, as well as coordinating interests between existing hunters and local catchers. Furthermore, it is thought that the multi-layered logistical support provided by the cooperation of prefectural government, city government, and the University brought about the scientific knowledge and technology related to capture, which also contributed to the construction of a community-based capture system in the newly habitat expansion area.

    <p>We applied the installation of a "corridor blockade fence" based on the analysis of agglomeration and connectivity of wild boar habitat to the site and verified its damage countermeasure effect. As a result, abandoned cultivated land may improve the agglomeration of habitats even if the area is small, but if a "corridor blockade fence" is installed in the part where the largest cluster of habitat can be effectively divided, habitat connectivity can be reduced. In addition, as a result of verifying the effects of "corridor blockade fence" by wild boar haunting frequency surveys using sensor cameras, captured wild boar population surveys, questionnaires and interview surveys, the synergistic effect of the "corridor blockade fence" and capture has significantly reduced the damage and infestation frequency of wild boars. It was also confirmed that even if the number of captured individuals are decreasing, the effect of suppressing the damage and infestation frequency throughout the site is continuously.</p>

    <p>Judgement as Non-Farmland involves the designation system of Non-Farmland applied to nonrenewable abandoned farmland (Class B) provided by the Agricultural Committee. The purpose of this study was to clarify the details on how Judgement as Non-Farmland operates at the level of municipal government in the Area of Agricultural Land and why Judgement as Non-Farmland for the area is used by farmland owners. In accordance with the above purpose, we considered the effects of implementing Judgement as Non-Farmland in Area of Agricultural Land on the maintenance and management of farmland. Our investigation revealed that management policy of Judgement as Non-Farmland differs between the national and municipal levels. This difference might arise from the perception of local government in the area that the introduction of Judgement as Non-Farmland may promote the increase of class B farmland as Area of Agricultural Land in their location. Second, we pointed out that some owners have received a Judgement as Non-Farmland designation for their farmland on mountainside slopes and among the mountains in the Area of Agricultural Land due to ⑴ difficulty associated with converting land with low demand for development and ⑵ dues required by the Land Improvement District and the burden imposed by the municipal property tax. Thus, we indicated that implementation of Judgement as Non-Farmland in the Area of Agricultural Land may lead to the following unwanted outcomes : ⑴ deterioration of the Land Improvement District, ⑵ detrimental effects on surrounding farmland, and ⑶ difficulties associated with consolidation.</p>

    <p>This study clarified the factors that facilitate consensus in a farmland improvement project through investigating the area where Farmland Consolidation Project related Cropland Intermediary Management Institution has been implemented since 2018. The method of project implementation was assessed with an interview survey, land use survey, and questionnaire survey to be employed to identify intentions of both landowners and renters. The study area is an orchard located on a slope—it is particularly difficult to gain landowners' agreement for a land improvement project. This is primarily due to the increased local financial burden from higher earthwork volume and the extended nonprofit period associated with felling citrus trees. The investigation revealed that the following three factors facilitate the project. Firstly, there is a consensus in the intentions of landowners who want to protect the area from landslides and the renters who wish to manage and operate farmland in favorable conditions. Secondly, the Farmland Consolidation Project imposes zero financial burden, and there is a minimum financial risk to landowners. Thirdly, there is a sense of security based on the guaranteed long-term loan agreement between landowners and renters provided by the intermediation of the Japan Agriculture Cooperatives and the Cropland Intermediary Management Institution.</p>

    <p>This case study was conducted to clarify the primary factors that contributed to the continuous conversion of agricultural land into residential housing sites in the 12 years following the abolition of the Urbanization Adjustment Area (UAA) zoning by the City Planning Act. The effects of demands concerning agricultural land conversion were examined on both developers and agricultural landowners in the former UAA of Saijo-city in Ehime, Japan, while focusing on the relationships among housing types, location of conversion, and zoning for agricultural sites. Integrated size of the area and the location emerged as important factors that led to continuous conversion after the period needed for both parties to reach agreement on terms and conditions. Agricultural land was particularly converted into built-for-sale houses and apartments for rent very shortly after zoning abolition. The existence of a White Area Zoned for Agricultural Use around the Urbanization Area (UA) prevented wanton development or commercial land sprawl by confining housing just around the UA and helped to preserve the surrounding rural area. Furthermore, intentions of agricultural landowners seemed to take precedence over potential developmental needs when selecting the location of conversion for a general dwelling house.</p>

    &lt;p&gt;We conducted the research to clarify the land tenure system and its influence on sprawl of superior agricultural land in Taiwan, by comparison with Japanese system and situation of agricultural land conversion. As results, we found that sprawl in Taiwan is promoted not by conversion of land category from agricultural field into housing site, but by the construction of farm houses on the agricultural field itself. The backgrounds of the latter type of sprawl are followed; 1. multiple usage permitted on legal agricultural field, 2. emancipation of agricultural land to everyone who want to be an agricultural field owner, 3. insufficient operation system and penal regulations, 4. luck of self‐imposed control by local community. For sustainable conservation of agricultural field, these are necessary to regulate usage of agricultural field after sifts of ownership to new entry farmer, and to keep and promote the social capital of local community.&lt;/p&gt;

    <p>This study clarified rural residents' opinions about and willingness of continuation and termination of collaborative activities for a community environment management among a small mountainous community and universities. We conducted a questionnaire survey in a small rural community in Wakayama prefecture. The result showed that the residents highly valued the collaborative activities as support in community environment management and opportunities of communication with participants from outside. Nevertheless, it has been getting difficult to continue the collaboration because residents' aging progressed in ten years of collaboration. However, residents cannot adequately manage community environment by themselves, so it is necessary to acquire diverse collaboration channels with not only universities but also participants such as young residents and outsiders.</p>

    We conducted a participant observation to clarify the current hunting activities undertaken in Ehime Prefecture, Japan, and its issue from the point of view of sustainability of hunting activity. The correlation between the number of bagged animals and the number of participants was not significant. The role of beaters in the hunting party was considered vital to the success of a hunt. Our findings suggested that it is important to support core hunters, as they are typically the beaters in group hunts. In addition, our results showed that the time required to track target animals exceeded the actual duration of the hunt itself. It is therefore difficult for hunters who hunt as a pastime only to fully devote themselves to the observation and tracking components of hunting. Nuisance control achieved collaterally through the recreational hunting by research target party can be considered a cost-effective method of wildlife population control for municipalities who typically only offer a reward for bagged animals.

    Agglomeration and connectivity of wild boar habitat in the island of Seto Inland Sea Area with citrus fruit production were measured in this paper. As a result, woodland as natural habitat is separated &lt;i&gt;n&lt;/i&gt;=44 patch by cultivated fields, while connected woodland by abandoned fields as additional habitat collects together &lt;i&gt;n&lt;/i&gt;=13 patch. The maximum patch size is 12.3ha of woodland, while that expands into 41.0ha of connected habitat. Additionally, if cultivated field with no fence behaves as corridor between habitat patch, 80% of habitat area is connected. We showed also the locating method of key patch and corridor with described habitat connectivity by the graph. We can say that fences have function to protect the field itself, but also habitat management function to fragment wild boar habitat in the area, resulting in blocking wild boar inhabitation around cultivated filed.

    Wire netting fence which is lighter than the conventional fences has been introduced as a countermeasure of protection of agricultural damage by wildlife recently. There are two reasons to be introduced wire netting fence. The one is farmers&#039; aging and labor shortage, the other is that farmers in the affected areas must put the fence in the ground by themselves when they introduce the damage protection public works. Considering farmers&#039; aging and the depopulation in rural areas, it should be important for the farmers to talk with the maintenance of the fence in the long term perspective. This paper focuses on the farmers&#039; consciousness of maintenance of the fence, and aims to uncover the critical points to maintain the fence effect.&lt;br&gt;The questionnaire to 68 farmers in K district of Aridagawa Town, Wakayama prefecture is analyzed from two points of view of difference in the farming communities in which the fence is introduced or not and in the respondents are leaders or not. As a result, it becomes clear that most of the respondents recognize the importance of daily maintenance works. To the contrary, the respondents who live in the community which don&#039;t introduce wire netting fence yet and who are not leaders don&#039;t understand the importance of the road for fence maintenance and rationalization of the maintenance work load. Besides, even the leaders don&#039;t recognize the importance of the future alternative ways of maintenance, which are the communities&#039; cooperation and volunteer participation. These results show that the opportunity to learn the importance of the road for fence maintenance, the change in age structure and the alternatives to the present is necessary in the fence introduction process.

    The actual hunting area and ranges of hunting activities of hunters using guns and hounds are clarified and the contribution of these hunting activities on the establishment of a forest-farmland buffer zone is examined. In this study, a hunting group from a suburban area in Ehime Prefecture, targeting Japanese wild boar is examined. The landscape factors affecting hunters travelling distance is also studied. As a result, the hunting group in this study focused their activities on narrow, 600 m-wide bands around settlement. In such cases, a habitat management effect peculiar to hunting with guns and hounds can also be expected, as it keeps wildlife away from settlements and in the process generates a buffer zone along farmland peripheries. The study also shows that the burden of movement on hunters is closely related to the elevation, road conditions and degree of farmland clustering of the hunting zones.

    The diagnostic method of rural area, composed by two parallel programs of local situation survey and damage-by-wildlife situation survey, is applied on a paddy agricultural settlement in Wakayama Prefecture. After that, local meetings are held where to share the results of surveys and discuss the improvement of countermeasure against wildlife. At the same time, questionnaire was conducted for participants of meetings, to examine the effectiveness to reach a consensus on the improvement of countermeasure. The influence of the method on improvements carried out after surveys in fact are also examined. The results are followed; the local situation survey with the intention survey to every resident is useful to make good grounds of proposing the better countermeasure. It is useful for constructing of local agreement, especially for corporative working system of countermeasure and improvement of land use. The damage-by-wildlife situation survey gives objective and visual data about wildlife behavior, and makes it possible for local people to learn weak points of present countermeasure. The combination of two surveys makes it possible to show the relationship between the situation of workers and land use in the settlement and damage by wildlife. It is useful for the consideration of comprehensive improvement of countermeasure. Corporative survey of residents, officers and supporters gives residents to learn about the settlement and effective countermeasure against wildlife, resulting in agreement for proposal countermeasure.

    This study focuses on cooperation between rural settlements to solve the residents shortage in implementation of countermeasures against agricultural damage by wildlife. The possibility of cooperation was evaluated from the points of view of need and difficulty. All combinations of settlements in Kozagawa town, Wakayama prefecture were evaluated with statistics and the results from a questionnaire based on the conditions such as agriculture, social structure, and damage by wildlife and terrain. As a result, strong possibility was indicated in severely depopulated upstream areas. Especially, cooperation in managing uncultivated farmland and ousting monkeys from the settlements could be carried out in those areas. However, in case of ousting monkeys, there was little cooperation in upstream areas due to tight limitation on the distance between settlements.

    Agricultural damage caused by wildlife is expanding to a nationwide scale in Japan. The ministry of agriculture, forestry and fisheries recommend the attempts to decrease agricultural damage caused by wildlife under the residents&#039;cooperation instead of the attempts by an individual. This paper focuses on the relation between farmers&#039; intentions to carry out the measures to decrease agricultural damage caused by wildlife and thecharacteristics of farming communities based on the questionnaire survey conducted in 14 farming communities of Wakayama prefecture in 2007. As a result of cluster analysis, the following characteristics of farming communities have connection with the following farmers&#039; intentions; 1) the farming communities, which the ratio of paddy field to the total farmland is low and most of farm households are full-time, each farm household manage large farming scale, show the tendency that most farmers intend to carry out by plural farmers. 2) The farming communities, which decrease the number of farm households and acreage of farmland, show the tendency that most farmers intend to carry out by all residents. 3) The farming communities, which the ratio of paddy field to the total farmland is high and farmland consolidation was conducted, show the tendency that few farmers intend to carry out by individuals.These results tell the necessity of the considering to the characteristics of farming communities in the introduction of the measures.

    This paper aims to provide the backgrounds and problems of animal attack control measure differed by choice behavior of the measures. Administrative supports for the animal control are also suggested from the view of difference of local problems. The questionnaire to 43 municipalities of Wakayama prefecture is analyzed to clear the difference between 2 types of municipalities to have a priority as an animal attack control measure on the physical prevention and the extermination of animals. As a result, in the type of physical prevention, expanded uncultivated farmland is one of the problems for protecting farmland by animal attacks. As Animal attack control has closely connection with the other problems on the agricultural village, for example aging and management of farmland, comprehensive solution to the problem is required. In the type of Extermination, on the other side, fruit growing farmers on the large scale are mostly included. The present extermination is carried out by the unstable system to assign some people all labor for animal control. As the lacks of attitude for self-protection and cooperation of all concern are pointed out by the answer to the questionnaire, support programs, not only for the material but also the software for the animal control, for example the construction of the community system, are required.

    This study aims to development the animal attack control measure from a view of rural engineering. The agricultural damage caused by wild boars was the most serious. More than half of all farmers (52.5%) intended to carry out measures decreasing the damage as a group. Meanwhile, 28.7% of all farmers required financial or material supports for the damage from the local government and 23.0% of them demanded hunting for nuisance control. Although most of non-farmers were concerned about agricultural damage caused by wildlife, less than half of non-farmers (34.6%) think it important all residents&#039; participation in decreasing the damage.

    新潟県中越地震の被災地区において集会施設が果たした避難機能をもとに, その整備手法について考察した。平成16~18年に小千谷市において実態調査と町内会長へのアンケートを行い, 避難行動と集会場の利用形態, 施設の被害との整備状況 (施設構造, 床面積, 付帯空地, 利用圏域) を把握・分析すると共に, 避難施設として集会所が具備すべき条件を検討した。この結果, 集会所は災害後の非常時規範の段階に対応する一時的避難施設として位置付けられること, 施設が具備すべき条件の第一は, 安全・安心の確保であること, 農村地域では集落コミュニティを単位とした避難行動が基礎となることに対する配慮が必要であること等を論じた。

    In this case study in mountainous area, Ryujin-mura, Wakayama Prefecture, invading path of wild boar from forest into a unit of paddy fields is researched by the tracks of wild boar, as well as land-use situation by each lot.&lt;BR&gt;As a result of total analysis, features of the invading path related to the land-use situation and the spatial structure of paddy field are pointed out as followed:&lt;BR&gt;1) Under the Rice Production Adjustment System (Seisan-chosei of rice), much of paddy field located parallel to the ravine has been converted into forest. That field has been not managed properly, resulting in forming the wider ravine buffer. It means, converted paddy field into forest has become a corridor of wild boar to invade into a unit of paddy field.&lt;BR&gt;2) Soil ridges between rice fields are much more used than stone one by wild boar as the invading path. It is able for wild boar to climb over about 2m soil ridge. Wild boar tends to pass the same point continuously.

    This case study in Ehime Prefecture aims to clarify the basic conditions and characteristics of high abandoned paddy ratio area under the Rice Production Adjustment System (Seisan-Chosei of Rice). The data of whole paddy fields under its system are analyzed by a unit of municipalities to classify them into 5 types from a view of paddy usage and management. The basic conditions and characteristics of the types with a high abandoned paddy ratio area are followed;&lt;BR&gt;1. &quot;Urbanizing Area&quot; and &quot;Mountainous Area&quot; classified by the way of &quot;Classification Agricultural Area&quot;&lt;BR&gt;2. With the 20-50% paddy area in the whole cultivated area&lt;BR&gt;3. With 15-50a of paddy area per a farm household&lt;BR&gt;In these type, a lack of labor and less favored foundation are also causes of paddy abandonment. It is also pointed that the present system of the Rice Production Adjustment System (Seisan-Chosei of Rice) has causeda division or set-a-side of whole lot of paddy field, resulting in dilapidation of paddy field.

    In this case study in Hiyoshi town and Maizuru City, Kyoto Prefecture, paddy-field-use under the Rice Production Adjustment System (Seisan-chosei of rice) is analyzed by each lot, to clarify of characteristics of use and management of paddy field in small scale paddy areas. Relative distance between paddy aggregate and settlement, at first, is a factor in alternative choice of converting use and set-a-side of paddy. Secondly, paddy field consolidation is a factor in determining way of use and management, for instance, consolidated paddy field is properly used and managed. In the area where paddy fields are used and managed privately by each farmer, however, one lot of paddy is used and managed divisionally and fixedly.

    In this study, the utilization system of set-a-side field by planting of energy crops in Germany is researched and its effects are pointed from a view of rural planning. As a result, it is clarified that not only EU Common Agricultural Policy (CAP), but also Renewable Energy Act (REA) is related to the utilization of set-a-side field. Enforcing CAP and REA at a same time makes appropriate utilization of set-a-side field, especially profitable price for the electricity from small scale generations, using energy crop from set-a-side field. Utilization of set-a-side filed by energy crops have a possibility to strengthen the public function of agriculture, and produce the new additional income for farmers, resulting in total promotion of rural area.

    Under the policy of production adjustment of rice in Japan, paddy fields have not been leaded to another usage suited to the condition of farming area. As a result, in many cases, new usages of paddy field were not founded, resulting in abandonment of cultivation. From that background, the present ways to use paddy under the different farming conditions are analyzed with a unit of prefectures. As a result, the ways of conversion of paddy field are explained with indicators of the ratio of paddy area to farming area, farming scale, etc. Especially the conditions required from conversion of rice into &quot;Labor-Extensive-Crops&quot; on paddy field are clarified. Without those conditions, paddy fields have tendency to be abandoned under the policy of production adjustment of rice.

    This study aims to clarify the percentage and the situation of the area under the policy of production adjustment of rice in agricultural land use, by analysis of data from Agricultural Census etc.. Results are followed ;1. The area of "Planting type" under the policy is divided into two categories, one has competence to product rice and the other dose not. The latter is approximately one half of "Planting type".2.     The purpose of this study is to clarify the relation between the production adjustment of rice and the characteristics of local agriculture, and to present effective methods to use the farmland appropriately after that. In this paper, Cluster analysis was carried out according to the percentage of each item in total area of the production adjustment and as a result 44 munictipalities of Kyoto Prefecture were classified into five patterns. The agricultural characteristics of each pattern were analyzed and the relevancy was found between the percentage of each item and (1) the rate of paddy field and (2) the farming scale.

    水田と畑で起きた農作業事故の発生プロセスを,事故発生前・事故発生時・事故後の観点から紐解いて,事故の発生傾向と特徴を明らかにした。共済金支払いデータをもとに分析した結果,次のことが明らかとなった。
    1)水田と畑における農作業中の事故1,225件のうち全体の9割は物損事故であり,発生場所の9割は畑であり,事故時の使用機械はトラクタとコンバインの2機種で全体の9割を占めていた。また物損事故と人身事故における平均損害額を定量的に比較した結果,人身事故のほうが相対的に高い値を示した。
    2)水田と畑で発生する事故は「耕うん・整地中」,「収穫」,「走行中」の順に多く,この3作業で物損事故全体の約6割を占めていることを明らかにした。事故原因については「接触・衝突」と「異物巻き込み」の2要因が物損事故全体の8割を占めていることを明らかにした。また物損事故全体の9割は単独損害であり,農業用車両あるいは静止物に損害を与えた事故が物損事故全体の8割を占めていた。なお損害を受けた静止物の8割は「給水・排水設備」と「壁」であった。
    3)水田と畑において頻発する物損事故の作業内容と発生形態を明らかにした。具体的に,耕うん・整地中に農業用車両が静止物に接触・衝突するもので,物損事故全体の17%を占めた。また農業用車両と静止物との接触・衝突事故は,農業用車両単独による接触・衝突事故の約4倍,物損事故全体の30%に相当していた。
    4)人身事故や物損事故の一定数において,農業者以外の第三者が損害を被っている実態を明らかにした。これまで農作業事故は農業者固有の問題と捉えられてきたが,実際には農業者のみならず非農家等の第三者にも少なからぬ損害を与えていることを明らかにした。また,農作業事故を削減するための方策として,頻発する事故パターンに対応した圃場整備や注意喚起が重要であることを指摘した。

    令和2年度は感染症パンデミックにより、特に現地に赴いての対面調査の実施で研究計画の変更を強いられた。そのような中でも、沿岸域を含む全国の地域特性データベースの作成に着手し、必要な指標の選択と試験的な分析を行うなど、実施可能なところから研究を遂行した。
    現地調査においては、山口県周南市大津島において、現役世代の生業構造に関する聞き取り調査を実施し、農地の利活用から距離を置いている実態を明らかにした。また、これまでの土地利用状況の変化を空中写真の解析から把握し、山の利用の後退と集落内への農地利用の縮退が確認された。
    野生動物被害による農地損壊が深刻化する愛媛県松山市中島では、野生動物被害対策手法を検討し、臨海農業エリアでは潜在的に生物多様性が低いもしくは陸側とは異なる生物相を有しており、外部から新たに侵入するイノシシ等の天敵不足等から移入種の爆発的な生息数増加を招きやすいことを示した。また、旧村レベルと集落レベルの二層型の組織構築が相互補完的・持続可能な活動を可能にすることを示した。
    宮崎県においては、条件不利地における集落レジリエンスに関連し、社会経済状況の変遷を経て再起した集落の事例について取りまとめた。また、大災害が生じた際、特に「社会的弱者」(高齢者,女性,障がい者など)に偏って被害・困難が生じている状況を踏まえ、障がい者及び女性を対象にした調査を実施した。また、宮崎県漁協女性部を対象にしたインタビュー調査を実施した。
    これらの調査により、臨海農業集落としての被災とレジリエンスの特徴に関する検討を進めた。

    被害対策の効果検証と推進:住民主体の「捕獲個体の一括管理・データ収集」が被害対策の効果検証を可能にし,その検証結果をもとに住民の主体性を引き出す「スパイラルアップ構造」を構築できる可能性を見出した(愛媛県)。人口減少が顕著に進行する青森県や山形県では,①集落の存続可能性評価,②集落から森林へのアクセス可能性,③野生動物の分布拡大モデル,の3点を組み合わせた地理情報の解析を進めている。
    捕獲事業における課題と展望:捕獲個体の年齢構成を精査したところ,幼獣に偏った捕獲により「繁殖を適切に制御できていない」可能性を検出した(愛媛県)。「狩猟者依存の体制」に対する問題意識を踏まえ,新たな手法を検討し分布拡大地域での対策に活用している事例も確認した(長野県と神奈川県)。「シカによる森林被害緊急対策事業(林野庁)」に基づく緊急捕獲を実施している奈良県等では,「林業関係者を主体とする捕獲体制」や「森林施業と捕獲との一体化」等が可能であることが示された。
    鳥獣の資源的活用:岡山県と和歌山県の猟友会員を対象とするアンケートの結果,「資源的活用の展開により,狩猟者の労力的・時間的負担は軽減されるが,獣害対策効果の向上が見込まれる行動変化は起こらない」ことが示された。また,「駆除個体の処分」と「食肉の生産」との両機能が期待される施設における収益率の低さが判明した。これらの状況から,「被害対策の強化」と「資源的活用の推進」との整合性に課題が残ることが明らかとなった。鳥取県では,「専従者をもつ公設民営の施設が処理頭数の大半を占める」,「利活用レベルの地域的な偏りや各施設の処理方針が不統一により,全体的な推進につながりにくい」等の課題も明確化した。
    市街地に侵入した鳥獣対応:実際に発生した侵入事例に対応し,侵入個体を想定した捕獲体制を構築した。加えて,捕獲された個体の生物学的特徴の解析を進めている。

    This research aims to develop an appropriate management method for "rural fringes" located at the boundary between humans and natural areas, and to develop a "next-generation land use planning system" that controls shrinkage in rural areas. In this study, we conducted (1) typology of rural areas located in rural fringes, and (2) elucidation of the shrink mechanism of each type. As a result, it was clarified that it is important to consider the location conditions of rural areas and the land use system such as legal zoning when typifying. It was also clarified that the availability of extensive management of slopes, conversion pressure of farmland, changes in legal system, and involvement of non-farmers in farmland management are factors that have a strong influence on rural shrinkage.

    In addition to describing the various sustainability bases of coastal agricultural settlements, we proposed a categorization method and classified the survival bases by type.
    It was revealed that in Iwate Prefecture, local producers are changing their management content in order to specialize in either agriculture or fisheries. In the islands of Ehime Prefecture, aquaculture is flourishing, and there are many young bearers. Even so, it is difficult to become a bearer of wildlife countermeasures because of the lack of connection with the greater region. The villages were evaluated based on information about the sustainability base. Villages in Iwate Prefecture were classified into three clusters, wherein fisheries demonstrated a greater influence than agriculture. On the contrary, for villages in Ehime Prefecture, six clusters were identified.

    We conducted a comparative study aimed at establishing a new comprehensive rural planning science in the monsoon Asian region. For that purpose, we conducted literature surveys and on-site surveys on laws, institutions and projects related to rural planning for each country. For Korea, Taiwan, Indonesia and Vietnam, in particular, we clarified the actual situation and problems of detailed land use plan. When conducting the research, we established a network with researchers from various countries, conducting surveys jointly, and holding research groups. In all countries, the relative reduction of rural population, the necessity and difficulty of land use plan are common, and we presented a new paradigm of rural planning, in particular to cope with the declining population.

    The countermeasures against wildlife's attack on agricultural field were applied on the paddy-agricultural settlement in hilly and mountainous area, to verify the effect from the both view of protection of agricultural field from wildlife and management sustainably by local society.     1.日本国内におけるデータ収集と解析モデルの構築
    広島県大朝町A集落を調査対象地域とした収集データ解析により、現在の水田面積に対して約2割のナタネ作付けによりエネルギー循環型農地利用が可能となるとの試算結果を得た。また、数値モデルを用いて検証するため、GISを用いた菜種油産出量等データベースを構築し、エネルギー循環シミュレーション実施に向けたアルゴリズムを検討した。その結果、現時点では、産出されるナタネ量や必要エネルギー量が、その年の気象条件や栽培技術により大きな影響を受けることから、全体最適となる計画モデル構築に向けては、さらなるデータの蓄積及び変動を評価しうるアルゴリズムの組み込みが必要であることがわかった。
    2.ドイツにおける技術・社会システム関連情報の収集
    平成16年度は、ドイツ・ニーダーザクセン州における地区・農家レベルでの現地調査を行い、菜の花によるバイオマスギー生産及びその利用実態をミクロレベルで明らかにした。これに対し、平成17年度は、ミュンヘン工科大学との連携の下、ドイツ国・EUレベルでの農業施策及びエネルギー施策について情報収集を行い、マクロレベルで農村地域エネルギー循環支援策について分析を行った。その結果、EU共通農業政策と再生可能エネルギー法の統合的運用により、エネルギー作物による減反農地利用及びその地域燃料利用システムが構築されていることを明らかにした。また、菜種油をエネルギーとして利用する農家の実態調査から、買電による追加的収入獲得や油かすの畜産利用等が農家における菜種油利用促進要因となっていることを示した。当該研究成果を2編の論文にまとめ、「農業土木学会論文集」及び「農村計画論文集」にそれぞれ発表した。

    Recently, Japanese agricultural policy regards the use of uncultivated farmland as necessary from the view of secure the food productivity and the non-farmers' demand for allotment grows increasingly. This study aimed at revealing the conditions that uncultivated farmland are used as allotment and evaluating its effectiveness on the regional societies.
    First, the questionnaire was conducted on the activities of using uncultivated farmland as allotment. It was revealed that most of the cases started their activities for the aim that urban residents were getting familiar to agriculture more. Meanwhile, it was uncovered that conditions of the land, which are scale, location and whether land reclamation was carried out or not, should be considered in the case of using uncultivated farmland as allotment. And the following matters were also suggested as the consideration.
    1.Although most of the cases were managed by local authorities or these associated organisations, these bodies hoped the maintenance of allotment was operated by users because of their excessive work.
    2.The duration of activities depended on the quality of the facilities of allotment and whether the users built up good societies each other.
    Secondly, the actual condition of the school farm in the elementary school of Hyogo Prefecture was clarified by the questionnaire. The rate which uses farmland outside the school is about 40%, and as for the scale of farmland, less than 500 sq. meters occupies most. The evaluation to the school farm is high. In an urbanisation area, it is a serious subject to secure the farmland On the other hand, in the case study intended for the elementary school in the rural area, it is contributing to promotion of local activity of the school farm greatly. This suggests that the school farm may become priming for the local encouragement. The mechanism-making to reduce the loads of the farmer who supports the school farm is necessary.
    The third subjects were to survey of "Nanohana-Eco Project", aiming to develop a rural amenity and sustainable energy cycle by civil participation, and to clarify of the effective process and system of it. Nanohana means a rape. In this project, agricultural field was used for production of rapes to activate a rural tourism and product a bio-fuel. By the case study of Goshiki-cho, in Hyogo prefecture, the following points are found.
    1.The project makes it possible to obtain the various participation and fund-raising for practical use of agricultural fields.
    2.The project has been developed from a mono aim to multi aim, resulting to promote and strengthen multiple roles of agricultural field
