Professional Engineer (Environmental Division, CPD Certified)

After joining the Tokushima Prefectural Government in 1992, he has been engaged in promoting climate change, regional aviation, staff training, SDGs, local development, and Society 5.0. In promoting projects, since there were many sectors where it was difficult for the government to promote measures on its own, he was involved from early on in establishing promotion schemes through industry-academia-government-government collaboration and private sector initiative, and in introducing competitive funds and private external funds in conjunction with these schemes.

On the other hand, from the time when he was in charge of training prefectural and municipal officials, he was keenly aware of the need to cultivate “field supervisory personnel,” and he focused on inviting young and mid-career personnel from outside as lecturers, actively introducing fieldwork to directly manage training by rank, and planning and implementing joint public-private sector training programs.

In 2019, he was transferred to the Kamiyama Office in Tokushima Prefecture (located within KVSOC), where he will take advantage of the outstanding high-speed telecommunications network and ICT human resource accumulation experience to create innovation through “knowledge human resource accumulation,” a step beyond the existing industry-academia-private-government partnerships, by improving the quality of co-working space operators and recruiting people from outside the prefecture to start businesses and change jobs. In 2021, Ehime University will be the first university in Japan to establish a social contribution program for the development of social welfare and human resource development in Ehime University.

In 2021, he joined Ehime University's Organization for Promotion of Social Collaboration as a full-time faculty member to promote “community co-creation-type recurrent education. He is committed to fostering “regional hub human resources” to promote local development and regional innovation.

Recent projects and proposals include the Regional Innovator Development Program (2022-2023). In addition to the planning and implementation of the main program, he was in charge of managing the project implementation committee consisting of members from outside the university, providing career consulting support, and organizing regional meetings (Toyo, Chuyo, and Nanyo) to hear opinions from key persons in the region.

In addition, we also participate in wide-area consortiums such as “Local SDGs Shikoku” and “Travel and Learning Council,” and promote efforts to develop new human resources for building a future society by both inviting lecturers and recruiting participants.

In addition, in order to develop the “Town & Gown Concept” (advocated by Higashi Hiroshima City and Hiroshima University), which aims for regional implementation of future technologies through co-creation by government, academia, industry, government, academia, and the private sector, we are making efforts to launch a national council (2023), and from FY2024, Ehime University and Hiroshima University are collaborating to develop human resources through a joint industry-academia-government collaboration called the In 2024, Ehime University and Hiroshima University will collaborate to establish the “Shimanami Future Society Human Resource Development Platform” and implement a new recurrent program to be held in Imabari City, Ehime Prefecture, and Kure City, Hiroshima Prefecture.

    Ehime University had been implementing the "Regional Innovator Development Program (Toyo)," a locally initiated certificate program corresponding to the opening of the Regional Collaboration Center Saijo, since FY2017, but a considerable period of time had passed since its implementation, and with the decline in the number of participants, there was a need to create a new program. In 2021, the author was appointed as a full-time faculty member of the Center for Human Resource Development and Recurrent Education Support Center for Regional Experts, and by renewing the program, including inviting 23 external speakers under the theme of "fostering social innovators," the program was opened with 31 participants (at the time of opening), exceeding the initial capacity.     On July 5, 2006, the “Minami-Kara-Deliver Ring Building Conference” was established by companies, agricultural cooperatives, private organizations, research institutes and researchers, Tokushima Forestry Corporation, municipalities, and the Southern Tokushima Prefectural Government, as a cooperative organization to promote private sector-led, collaborative environmental conservation activities in the southern area of Tokushima Prefecture. The Council decided on five environmental conservation activities on March 14, 2007, by collecting opinions using the PCM method, and conducted substantial activities from FY2007 to FY2008, including “social experiments on traffic congestion countermeasures to combat global warming,” “simultaneous water quality surveys through collaboration among the private sector, industry, academia and government” and “questionnaire surveys on the ideal bamboo forest management system”. In addition, we have been engaged in the dissemination of the status and results of these activities to the local community through two symposiums.

    From November 12 to 16, 2007, Nichia Corporation, Oji Paper's Tomioka Plant, Anan Institute of Technology, and the Southern Tokushima Prefectural Government jointly conducted a social experiment to change the working hours of approximately 550 people in Anan City, where traffic congestion is severe, by staggering work hours, shifting to public transportation, and downsizing to motorcycles, based on recommendations from the Minami Kara Kuranzukuri Council. The experiment had the effect of eliminating traffic congestion on prefectural roads, which used to be around 100 vehicles.
